July 2, 2012 (Work Session) <br />Page 1150 <br />3 Year Net Revenue 1 $196,339.50 <br />Chairman Poole opened the public hearing at 4:24 p.m. The Public <br />Hearing Notice was posted on the County's website ( www. cabarrus county. us ) on <br />June 19, 2012 in accordance with Article 2, Administration, Section 2.1 (Use <br />of Electronic Means to Provide Public Notices) of the Cabarrus County Code of <br />Ordinances. <br />With there being no one to address the Board, Chairman Poole closed the <br />public hearing. <br />Mr. McDaniels responded to questions from the Board. <br />Commissioner Measmer expressed his intent to vote against the grant <br />request, citing Corning has already received an incentive grant this year. <br />Citing unfair taxation, Vice Chairman Burrage expressed his intent to <br />vote against the grant request. <br />Commissioner White expressed his intent to vote for the grant, stating <br />the company will bring much - needed jobs to the community. <br />A philosophical debate on tax incentives ensued with Chairman Poole and <br />Commissioner Carruth expressing their support for the incentive grant request. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner White with <br />Chairman Poole and Commissioners Carruth and White voting for and Vice <br />Chairman Burrage and Commissioner Measmer voting against, the Board approved <br />an Economic Development Grant (3 -year, 85 percent) of the ad valorem taxes on <br />the increase in personal property taxes for Corning as set forth above. <br />Centralina COG - Presentation of "CONNECT Our Future Vibrant Communities in a <br />Robust Region" <br />Rick Burleyson, Mount Pleasant Commissioner, Mayor Pro -Tem and the <br />Cabarrus County representative for Cities and Towns on the Centralina Council <br />of Governments (COG) Executive Board, presented a PowerPoint presentation <br />titled "Vibrant Communities in a Robust Region". The presentation addressed <br />the following information: <br />"CONNECT Our Future" is a process in which communities, counties, <br />businesses, educators, non - profits and other organizations work <br />together to grow jobs and the economy, improve quality of life and <br />control the cost of government. This project will create a <br />regional growth framework developed through extensive community <br />engagement and built on what communities identify as existing <br />conditions, future plans and needs, and potential strategies. It <br />is supported by a $4.9 million HUD Sustainable Communities Grant <br />and $3 million in local in -kind public and private matching <br />resources. <br />The CONNECT Our Future three -year process will engage public, <br />private and non - profit organizations across the 14- county region. <br />It is based on, and builds from, the region's CONNECT vision. <br />Organizations that join the Consortium will be asked to sign an <br />agreement and commit to doing the following: <br />• Share data on existing conditions and future plans (e.g. <br />land use, transportation, utilities). <br />• Appoint representatives to come to meetings and help guide <br />and shape the CONNECT Our Future process. <br />• Help shape a future framework and tools to meet your <br />community needs. Tell us the challenges your community <br />faces and what you need. <br />• Get members of your community or organization to participate <br />in public engagement throughout the process. <br />There is no financial cost and the commitment for the $3 million <br />in -kind match in local resources has already been made by a number <br />of Consortium members. <br />Consortium Member Responsibilities: <br />• Share data on existing conditions and future plans (e.g. land use, <br />transportation, utilities). <br />• Appoint representatives to come to meetings and help guide and <br />shape the CONNECT Our Future process. <br />
