July 16, 2012 (Regular Meeting) <br />Page 1154 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, July 16, 2012, at <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />H. Jay White, Sr. <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:36 p.m. <br />Commissioner Carruth led the Pledge of Allegiance. <br />Layman Kenny Hinson from Charity Baptist Church in Kannapolis delivered <br />the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner White, seconded by Commissioner Measmer and <br />unanimously carried, the Board approved the minutes of May 29, 2012 (Recessed <br />Meeting), May 31, 2012 (Recessed Meeting), June 4, 2012 (Work Session) and <br />June 18, 2012 (Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda: <br />Addition - Closed Session <br />L -1 Closed Session - Litigation, Economic Development and Personnel as <br />Authorized by NCGS 143- 318.11(a)(3)(4)(6) <br />Removal - Recognitions and Presentations <br />C -2 Planning and Development (Soil and Water District) - Recognition of <br />Student Contestants in the NC Association of Soil and Water <br />Conservation Districts Annual Conservation Education Competition <br />Supplemental Information - Approval or Correction of Meeting Minutes <br />o June 18, 2012 Regular Meeting <br />Supplemental Information - Consent <br />F -9 Finance - Qualified School Construction Bonds (QSCB) Reallocation <br />Request for Concord High School $42,000.00 and Central Cabarrus High <br />School $20,000.00 and Winecoff Elementary $31,500.00 <br />m Revised Budget Amendment <br />Supplemental Information - Informal Public Comments <br />® Video - Dr. Curran, C- Voltaics <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Human Resources - Recognition of Connie T. Short on Her Retirement <br />from Cabarrus County Finance Department <br />Pam Dubois, Deputy County Manager /Finance Director, recognized Connie <br />T. Short, Account /Payroll Technician, on her retirement from the Cabarrus <br />County Finance Department, effective September 1, 2012. Ms. Dubois <br />highlighted a number of Ms. Short's accomplishments during her 13 -year tenure <br />and presented a service award in appreciation of her service to the county. <br />Ms. Short, surrounded by family members, accepted the award and <br />expressed appreciation for the opportunity to work for the County. <br />On behalf of the Board, Chairman Poole expressed appreciation for her <br />service to the County. <br />(C -2) Planning and Development Soil and Water District - Recognition of <br />Student Contestants in the NC Association of Soil and Water Conservation <br />Districts Annual Conservation Education Competition <br />
