<br />(E -3) County Manager - Update on CCS and KCS QSCB (Qualified School
<br />Construction Bonds) Projects
<br />With regard to the QSCB projects for KCS (Kannapolis City Schools),
<br />Will Crabtree reported the chiller has been installed at A. L. Brown High
<br />School; the lighting renovations at A. L. Brown are approximately 50 percent
<br />complete; the roofing and the HVAC projects at Kannapolis Intermediate School
<br />are running behind schedule; and the controller projects at Jackson Park and
<br />Woodrow Wilson are moving along slowly. He also responded to questions from
<br />the Board concerning plans for any leftover contingency funds.
<br />With regard to issues raised by the Board at the July work session
<br />concerning the reallocation of QSCB funds for the roofing project at J. N.
<br />Fries, Len Whike, CCS (Cabarrus County Schools) , advised revisions to the
<br />Consent Agenda Item F -9, "QSCB Reallocation Request for Concord High School
<br />$42,000.00, Central Cabarrus High School $20,000.00 and Winecoff Elementary
<br />$31,500.00 ", were made to restore those funds. He said the funding will be
<br />reallocated from other projects. No action was taken.
<br />(F) CONSENT AGENDA
<br />(F -1) BOC - Designation of Voting Delegate to NCACC Annual Conference
<br />The North Carolina Association of County Commissioners (NCACC) is
<br />requesting each Board of County Commissioners designate a voting delegate to
<br />attend the NCACC Annual Conference to be held August 16 -19, 2012 in Wake
<br />County, North Carolina. This form must be completed and returned to the
<br />NCACC by August 10th.
<br />UPON MOTION of Commissioner White, seconded by Vice Chairman Burrage
<br />and unanimously carried, the Board designated Commissioner Measmer as the
<br />voting delegate for the NCACC Annual Conference to be held August 16 -19, 2012
<br />in Wake County.
<br />(F -2) County Manager - No Cost Lease NC Department of Correction
<br />The NC Department of Correction has requested a no cost lease for space
<br />provided to the Probation and Parole Offices by Cabarrus County. The County
<br />Attorney reviewed the proposed lease, suggested changes and those changes
<br />have been made by the Department of Correction. The County is responsible
<br />for providing this office space. (6,350 net square feet of office space
<br />located at 77 Union Street South, Concord.)
<br />UPON MOTION of Commissioner White, seconded by Vice Chairman Burrage
<br />and unanimously carried, the Board approved the lease agreement between
<br />Cabarrus County and the State of North Carolina (Department of Correction)
<br />for a 3 -year term ending June 30, 2015.
