August 1, 2012 (Special Meeting) Page 1177 <br />The Board of Commissioners for the County of Cabarrus held a special <br />meeting at the UNC Nutrition Research Institute, 500 Laureate Way in <br />Kannapolis, North Carolina on Wednesday, August 1, 2012, at 4:00 p.m. The <br />purpose of the meeting was to: tour the facility, receive an update on their <br />research and major discoveries and to hold a closed session to discuss <br />matters relating to the location or expansion of industries or other business <br />served by the public body, as authorized by N.C.G.S. 143- 318.11(a)(4). <br />Present - Chairman: Elizabeth F. Poole <br />Vice Chairman: Larry M. Burrage <br />Commissioners: Robert W. Carruth <br />Christopher A. Measmer <br />H. Jay White, Sr. <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; and Kay Honeycutt, Clerk <br />to the Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:10 p.m. Note: <br />Commissioner White was not present for the tour and update. <br />Tour of UNC Nutrition Research Institute & Update on Research and Major <br />Picnnvcri cc <br />Director, UNC Nutrition Research Institute, Steven H. Zeisel, M.D., <br />Ph.D., presented information on the Institute's research, major discoveries, <br />funding, community programs and faculty. He also facilitated a tour of the <br />facility and responded to questions from the Board. <br />Closed Session - Economic Development <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />with Chairman Poole, Vice Chairman Burrage and Commissioners Carruth and <br />Measmer voting for and Commissioner White absent, the Board moved to go into <br />closed session to discuss matters relating to the location or expansion of <br />industries or other business served by the public body, as authorized by <br />N.C.G.S. 143- 318.11(a)(4). Further, the Board invited members of the <br />Cabarrus Economic Development Corporation, members of the Cabarrus Convention <br />and Visitors Bureau, members of the Tourism Authority, representatives of The <br />Mills, A Simon Company and Jonathan Marshall, Deputy County Manager into the <br />meeting. <br />Commissioner White arrived at 6:10 p.m. and was present for the <br />remainder of the meeting. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board moved to come out of closed session. <br />Adjourn <br />UPON MOTION of Commissioner White, seconded by Commissioner Carruth and <br />unanimously carried, the meeting adjourned at 6:50 p.m. <br />Kay H neyc tt, Board <br />
