August 6, 2012 (Work Session) <br />Page 1178 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, August 6, 2012 at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Robert W. Carruth <br />H. Jay White, Sr. <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Deputy County Manager and Kay Honeycutt, Clerk to the <br />Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:03 p.m. <br />Approval of Agenda <br />Chairman Poole presented the following changes to the Agenda: <br />Discussion Items - No Action <br />Supplemental Information: <br />3.3 BOC - Old Bethel School Upset Bid Process - Results /Update <br />Woodson University's Upset Bid <br />Discussion Items with Action on August 6 <br />Supplemental Information: <br />4.5 General Services - Human Services Center Renovations Construction Bid <br />Award <br />• HSC Renovations Bid Tabulation <br />• Ike's Construction Bid for HSC Renovations <br />Changes to the Agenda August 20, 2012 <br />Additions: <br />Recognitions and Presentations <br />C.6 BOC - Recognition of Charles L. Phillips for His Service on the Public <br />Health Authority <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the work session agenda as <br />amended. <br />Discussion Items - No Action <br />PBH - 4th Quarter Dashboard Report for Mental Health, <br />Intellectual /Development Disabilities, and Substance Abuse Services <br />Anna Yon, PBH (Piedmont Behavioral Healthcare) Community Operations <br />Center Director, presented the FY 2012 Fourth Quarter Dashboard Report. She <br />also responded to questions from the Board. <br />The report included the following information: <br />• Cabarrus County Funding <br />• Number of Consumers Served by Funding <br />• Registry of Unmet Needs for Cabarrus County <br />• Number of Consumers Served and Expenses by Service Category <br />• Provider Information for Cabarrus County - Number of Consumers <br />Served and Payments <br />• Detailed Services by Provider and Number of Consumers Served <br />A brief discussion ensued. No action was taken. <br />County Manager - Update on CCS and KCS QSCB (Qualified School Construction <br />Bonds) Projects <br />Len Witte, Cabarrus County Schools (CCS), presented the following <br />information as an update on the QSCB projects for CCS.
