August 20, 2012 (Regular Meeting) Page 1196 <br />Federal Assistance to Firefighters Grant - The Charlotte Fire <br />Department has been awarded $3,437,500.00 on behalf of Cabarrus County to <br />assist in the funding of the P25 compliant emergency radio system. Included <br />in the available funding is $2,750,000.00 of federal money and $678,578.00 of <br />required local funds. The required local funding, per prior commitment to <br />Charlotte, will be funded by the County, the City of Concord, and the City of <br />Kannapolis as follows: <br />Cabarrus County $271,431.09 <br />Concord $271,431.09 <br />Kannapolis $135,715.60 <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved payment of Cabarrus` portion <br />($271,431.09) of the required local matching funds and the associated budget <br />amendment. <br />(F -2) County Manager - New Cingular wireless Lease for Mt. Pleasant <br />Communication Tower <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board tabled "County Manager - New Cingular <br />Wireless Lease for Mt. Pleasant Communication Tower" to the September 17, <br />2012 regular meeting in order to meet notice requirements. <br />(F -3) Finance - Public School Building Capital Fund North Carolina Education <br />Lottery Applications - $7,307,518.00 <br />Accumulated lottery proceeds in the amount of $7,307,518.00 were <br />included in the FY 13 General Fund budget to pay a portion of debt service <br />related to public school debt. Upon approval by the Cabarrus and Kannapolis <br />Boards of Education and the Cabarrus County Commissioners, two payment <br />applications will be submitted to the Department of Public Instruction for <br />the funds. Cabarrus County Schools' application will be $6,371,266.00 and <br />Kannapolis City Schools' application will be $936,252.00 for a total of <br />$7,307,518.00. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board authorized the Chairman to execute Public <br />School Building Capital Fund applications to release funds from the North <br />Carolina Education Lottery Fund and approved the following related budget <br />amendment and revised capital project ordinance. <br />Date:7/23/2012 Amount:$7,307,518 <br />Dept. The project authorized is for smaller non -debt <br />School Capital Projects and related debt service conducted by the <br />County. <br />Section 2. The officers of this unit are hereby directed <br />to proceed with this capital project within the terms of the <br />Generally Accepted Accounting Principles (GAAP) and the budget <br />contained herein. <br />Section 3.
