September 4, 2012 (Work Session) Page 1214 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, September 4, 2012 at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Robert W. Carruth <br />H. Jay White, Sr. <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Deputy County Manager and Kay Honeycutt, Clerk to the <br />Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:03 p.m. <br />Approval of Agenda <br />Chairman Poole presented the following changes to the Agenda: <br />Move UP: <br />4.8 Planning and Development /Soil and Water Conservation District - <br />Authorization for Cabarrus Soil and Water Conservation District to <br />Approve Grant Contract <br />Supplemental Information: <br />Discussion Items for Action at the September 17, 2012 Meeting <br />4.2 County Manager - Appointment of the County Finance Officer Per General <br />Statute 159 -24 and Approval of New Signatory Cards and Deposit Account <br />Resolutions for SunTrust Bank (Revised) <br />o Signatory Cards And Resolutions For SunTrust <br />4.3 County Manager - Discussion of One Time Projects to be Funded by Excess <br />Fund Balance <br />0 Revised Data <br />Additions: <br />5.5 BOC - Closed Session to Discuss Threatened or Pending Litigation and /or <br />to Preserve the Attorney - Client Privilege as Authorized by NCGS 143 - <br />318.11(a)(3) <br />UPON MOTION of Commissioner White, seconded by Commissioner Carruth and <br />unanimously carried, the Board approved the work session agenda as amended. <br />Discussion Items for Action at September 17, 2012 Meeting <br />Planning and Development/ Soil and Water Conservation District - Authorization <br />for Cabarrus Soil and Water Conservation District to Approve Grant Contract <br />Kelly Sifford, Planning and Development Services Director, presented <br />the following information related to a request for authorization for the <br />Cabarrus Soil and Water Conservation District to approve a grant contract. <br />Cabarrus Soil and Water Conservation District wishes to formally <br />accept an $89,600.00 Agriculture Development and Farmland <br />Preservation Trust Fund grant from the North Carolina Department <br />of Agriculture and Consumer Services. The purpose of the grant <br />is to purchase a permanent conservation easement on a portion of <br />Dan Barrier's farmland. The contract calls for the County to <br />provide an in -kind match in the form of staff and /or purchased <br />services which are already included in the SWCD budget. The <br />landowner is also providing matching funds. The District plans <br />to seek a matching funds grant from the US Dept. of Agriculture <br />Farm and Ranchlands Protection Program. <br />She also responded to a variety of questions from the Board and advised <br />the availability of the landowner, Dan Barrier in attendance to answer <br />questions. <br />Discussion items - No Action <br />County Manager - Update on CCS and KCS QSC3 (Qualified School Construction <br />Bonds) Projects <br />
