November 19, 2012 (Regular Meeting) Page 1299 <br />Applications are being accepted for the following County <br />Boards /Committees: <br />• Adult Care Home Community Advisory Committee - 7 Vacancies <br />• Animal Protection and Preservation Advisory Committee - 8 Positions <br />With Expired /Expiring Terms and 1 Vacant Position <br />• Concord Planning and Zoning Commission (ETJ) - 1 Vacant Position <br />• Council for a Sustainable Local Economy <br />• Food Policy Council <br />• Harrisburg Fire Advisory Board - 2 Positions With Expired Terms <br />• Industrial Facilities and Pollution Control Financing Authority - 2 <br />Vacant Positions <br />• Juvenile Crime Prevention Council - 1 Vacant Positions <br />• Library Board of Trustees - Kannapolis Area <br />• Nursing Home Community Advisory Committee - 5 Vacant Positions <br />• Region F Aging Advisory Board - 1 Position with Expired Term <br />• Transportation Advisory Board - 2 Vacant Positions <br />• Youth Council - 5 Vacant Positions with Expired /Expiring Terms <br />Chairman Poole reviewed the aforementioned list and urged citizens to <br />consider participating on a Board or Committee. <br />(I -6) BOC - Receive Updates from Commission Members Who Serve as Liaisons to <br />Municipalities or on Various Board /Committees <br />Commissioner Carruth advised that the Piedmont Area Community Oversight <br />Board held their second meeting. This group will operate as an arm of <br />Cardinal Innovations and will offer more detail concerning local mental <br />health issues and needs. They will not meet again until February 2013. <br />Commissioner White advised the board concerning the Cabarrus Health <br />Alliance (CHA) . The president of Ecuador visited the Health Alliance on <br />October 30, 2012 and was impressed with the public services offered. CHA had <br />a fundraiser for the School Health Nurse Program which raised $27,000.00. The <br />Cabarrus Health Alliance is in the process of receiving national <br />accreditation, making them the first public health organization to apply for <br />national accreditation and the first in the state of North Carolina to <br />receive it. <br />He continued by encouraging citizens to participate in local events <br />such as the Speedway Christmas opening November 19 th , The People's Tree on <br />display at the zMax Dragway on November 22 nd , ice skating at the Speedway, <br />Snowland at Great Wolf Lodge and the Kannapolis Christmas Festival. <br />Commissioner Carruth reminded the public that the 1 5t quarterly report <br />from the Humane Society is available and encouraged citizens to consider <br />adopting a rescue dog or cat. <br />Chairman Poole announced that the December 3 rd work session would begin <br />at 6:15 p.m. due to the swearing -in reception and organizational meeting. <br />(J) GENERAL COMb1ENTS BY BOARD MEMBERS <br />Board members expressed appreciation to Commissioner Carruth for his <br />years of service to the board. Commissioner Carruth has served the Cabarrus <br />County Board of Commissioners for twelve years. <br />Commissioner Carruth expressed appreciation and thanks to his family, <br />local leaders, county management and board members for their support. <br />(K) WATER AND SEWER DISTRICT OF CABARRUS COUNTY <br />None. <br />(L) CLOSED SESSION <br />(L -1) Closed Session - Personnel Matter(s) and Pending Litigation as <br />Authorized by NCGS 143- 318.11(a)(3)and(6) <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board moved to go into closed session to discuss <br />
