December 17, 2012 (Regular Meeting) Page 1354 <br />(G -1) Human Services - North Carolina Department of Transportation - Public <br />Transportation Division (NCDOT) Section 5311 Grant for the FY 2014 - Public <br />Hearing - 6 P.M. <br />Randy Bass, Transportation Director, advised that the department will <br />apply for grant funding totaling $721,447 from the North Carolina Department <br />of Transportation - Public Transportation Division (NCDOT -PTD) via the <br />Federal Transportation Administration (FTA) Section 5311 Grant for FY 2014. <br />The grant funds must be designated for the administrative and capital costs <br />associated with Cabarrus County Transportation Services (CCTS) . A public <br />hearing on the grant application is required in addition to a 15% match for <br />the administrative grant award, a 10% match for the capital grant award and <br />adoption of the Community Transportation Program Resolution and Human <br />Services Agency Transportation Resolution. The required local match will be <br />included in the Departments FY 2013 -2014 budgetary request. <br />Chairman Poole opened the public hearing at 6:56 p.m. The Public <br />Hearing Notice was published on December 5, 2012 in The Independent Tribune <br />in English and Spanish. The Public Hearing Notice was also posted on the <br />County's website ( www.cabarrus county. us ) in English and Spanish on December <br />5, 2012 in accordance with Article 2, Administration, Section 2.1 (Use of <br />Electronic Means to Provide Public Notices) of the Cabarrus County Code of <br />Ordinances. <br />There was no one present to address the board; therefore, Chairman <br />Poole closed the public hearing. <br />board. <br />A discussion ensued with Mr. Bass responding to questions from the <br />Commissioner Burrage expressed opposition to the grant and suggested <br />using one -time funds. <br />Commissioner Measmer expressed opposition to the grant and suggested <br />the review of transportation programs provided by the county to examine <br />mandated versus voluntary programs. <br />Discussion continued and it was stated that the programs offered by <br />CCTS would be reviewed along with other county provided services at the Board <br />of Commissioners' retreat in February. <br />Vice Chairman White MOVED to adopt the FY 2014 Community Transportation <br />Program Resolution and Human Service Agency Transportation Resolution. <br />Commissioner Morris seconded the motion. <br />Chairman Poole advised the grant is designated for the administrative <br />and capital cost associated with the CCTS. <br />The MOTION carried with Chairman Poole, Vice Chairman White and <br />Commissioner Morris voting for and Commissioners Burrage and Measmer voting <br />against. <br />Resolution No. 2012 -23 <br />COMMUNITY TRANSPORTATION PROGRAM RESOLUTION <br />Section 5311 <br />FY 2014 RESOLUTION <br />Applicant seeking permission to apply for Community Transportation Program <br />funding, enter into agreement with the North Carolina Department of <br />Transportation, provide the necessary assurances and the required local <br />match. <br />A motion was made by Vice Chairman H. Jay White, Sr. and seconded by <br />Commissioner Stephen M. Morris for the adoption of the following resolution, <br />and upon being put to a vote was duly adopted. <br />WHEREAS, Article 2B of Chapter 136 of the North Carolina General Statutes and <br />the Governor of North Carolina have designated the North Carolina Department <br />of Transportation (NCDOT) as the agency responsible for administering federal <br />and state public transportation funds; and <br />WHEREAS, the North Carolina Department of Transportation will apply for a <br />grant from the US Department of Transportation, Federal Transit <br />Administration and receives funds from the North Carolina General Assembly to <br />provide assistance for rural public transportation projects; and <br />
