December 19, 2012 (Recessed Meeting) Page 1361 <br />The Board of Commissioners for the County of Cabarrus met for a <br />recessed meeting in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Wednesday, December 19, 2012, at 4:00 <br />p.m. The meeting was recessed from Monday, December 17, 2012. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />H. Jay White, Sr. <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:05 p.m. <br />Old Business <br />2.1 Finance - To Accept the Fiscal Year 2012 Comprehensive Annual Financial <br />Report as Presented on December 17, 2012 <br />Chairman Poole advised the board that they overlooked a motion to <br />accept the Fiscal Year 2012 Comprehensive Annual Financial Report after it <br />was presented at the December 17, 2012 regular meeting. <br />UPON MOTION of Commissioner Burrage, seconded by Commissioner Measmer, <br />and unanimously carried, the board accepted the Fiscal Year 2012 <br />Comprehensive Annual Financial Report as presented on December 17, 2012. <br />New Business <br />3.1 Sheriff - Approval of Piggyback Bid for Purchase of Police Interceptor <br />Vehicles <br />Ms. Dubois addressed the board, advising them of the annual replacement <br />of vehicles used by the Sheriff's Office. This bid would allow the county to <br />piggyback on pricing obtained by the City of Kannapolis. Retired vehicles <br />are stripped of their technical equipment which is reused in the newly <br />purchased vehicles. The oldest vehicles are placed up for auction. <br />Discussion followed with Mr. Downs responding to questions from the board. <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Measmer, <br />and unanimously carried, the board approved the piggyback of a bid awarded by <br />the City of Kannapolis in September 2012 to Hilbish Motor Company, Inc., for <br />the purchase of ten (10) Ford police interceptor vehicles. <br />3.2 Register of Deeds - To Discuss and To Consider Appointment of Benjamin <br />S. Small, the Nominee of the Republican Party Executive Committee, to the <br />Office of Register of Deeds and to Consider Mr. Small's Proposed Bond for <br />Approval <br />Poole: The next item we have, I would like to call on Mr. John Lewis, who is <br />the chair of the Republican Party's Executive Committee. <br />Lewis: Madam Chairman the - <br />Poole: I need you to go to a microphone so that we can, we do have to record <br />it. <br />Lewis: Madam Chairman, we the Cabarrus County Republican Party Executive <br />Committee met on Monday evening and we have nominated Mr. Benjamin Small for <br />the vacancy for the Register of Deeds office. <br />Poole: Commissioners, does anyone have any questions of Mr. Lewis? Thank <br />you. <br />Lewis: Thank you. <br />Poole: I would like to start by, as just a reminder of kind of where we to <br />date. And of course, Mr. Koch can weigh in on any legal questions. We <br />welcome Commissioner Morris to the table - I don't know that - he heard some <br />of the discussion, but I know that our last meeting, I don't think you were <br />here for the whole meeting. So if it's okay, I'd like to review, just to <br />make sure that he has enough information or he has at least the information <br />at one time that the rest of us have. And we welcome Mr. Small again to the <br />microphone. Again I want to, if you don't mind, I'll ask you a few questions <br />as I kind of go through just to make sure that I get it right. <br />Small: Sure. <br />Poole: Okay. Just to review the timeline that Cabarrus County's bonding <br />company is Penn National and Cabarrus County submitted a bond application, I <br />guess I'd say on your behalf to Penn National, that's correct? <br />
