Chairman White expressed support for <br />abolishing the Adequate Public Facilities Ordinance, but was uncertain as to <br />the amount of time staff will need to identify potential problems. County <br />Manager John Day suggested the item be tabled to some point in the future to <br />research the matter and to address other issues raised by the Board in closed <br />session. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to table the APF VMP Adjustment for <br />CY 2011 to April 4, 2011. <br />Commerce - Consent Agreement and School Capacity Information for Meridian <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information regarding a consent agreement for the Meridian subdivision: <br />The Meridian subdivision was approved by the City of Concord <br />Planning and Zoning Board on October 19, 2004. The project <br />consists of 16 single- family residential lots on +/- 8.9 acres <br />located off Roberta Road. The specifics of the agreement are as <br />follows: <br />• Developer - Guelaguetza Homes, LLC, 4175 Amarillo Drive, <br />Concord, NC 28027. <br />• Payment of $4,034.00 per lot payable prior to platting. <br />• A Consent Agreement for this project was approved by the Board <br />of Commissioners on November 15, 2004. The Consent Agreement <br />was renegotiated on June 18, 2007. The renegotiated Consent <br />Agreement, however, was never executed by Roberta Road, LLC. <br />• All 16 lots in the project were final platted with the City of <br />Concord on November 9, 2007. <br />• Mr. Zandate, owner of Guelaguetza Homes, LLC, purchased the <br />Meridian project in August of 2010 and is ready to proceed <br />with building permitting and construction. <br />• Mr. Zandate is requesting that the required Voluntary <br />Mitigation Payment be allowed at building permitting, instead <br />of in one lump sum prior to permitting, since all of the lots <br />have already been platted with the City of Concord. <br />The APFO worksheet filled out by Mr. Robert Kluttz with Cabarrus <br />County Schools indicates that schools impacted by the Meridian <br />subdivision are currently functioning at the following <br />capacities: <br />
