C. Clean Water Management Trust Fund Grant Contract - $953,403.00 Approval is requested for a contract between NC Clean Water Management Trust Fund and Cabarrus Soil and Water Conservation District. The contract is for stormwater infrastructure at Cox Mill Elementary School to improve water quality in Clarke Creek. The Board of Commissioners previously approved donation of a 25.63 -acre conservation easement on the 100 -year floodplain on Clarke Creek that lies within the Clarke Creek Heron Rookery Significant Natural Heritage Area. The Board of Commissioners previously adopted the 2002 report, "An Inventory of the Significant Natural Areas of Cabarrus County, North Carolina," that documents this state - designated, regionally- significant site. The grant award totals $953,403.00 of which $431,570.00 will come from matching funds as follows: $72,442.00 in -kind from Cabarrus County Schools and others, $35,000.00 cash grant from Philip Morris, $31,628.00 as in -kind services from local agencies, and $292,500.00 as value of permanent easements to be donated. UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth and unanimously carried, the Board approved the contract between Cabarrus Soil and Water Conservation District and the North Carolina Clean Water Management Trust Fund, authorized the County Manager to execute the contract on behalf of Cabarrus County, subject to review or revisions by the County Attorney and adopted the following project ordinance and budget amendment: Ordinance No. 2011 -01 CABARRUS COUNTY SMALL PROJECTS SPECIAL REVENUE PROJECT ORDINANCE BE IT ORDAINED, by the Board of County Commissioners of the County of Cabarrus, North Carolina that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following special revenue project ordinance is hereby adopted: Section 1. The special revenue project authorized is for the purpose of collecting and appropriating general fund revenues and federal and state grants funds received specifically for use by the appropriate Cabarrus County Department who has received the funds. Section 2. The officers of this unit are hereby directed to proceed with this project within the terms of the guidelines as set forth by the federal and state government, Generally Accepted Accounting Principles (GAAP) and the budget contained herein.
