C. Clean Water Management Trust Fund <br />Grant Contract - $953,403.00 <br />Approval is requested for a contract between NC Clean Water Management <br />Trust Fund and Cabarrus Soil and Water Conservation District. The contract <br />is for stormwater infrastructure at Cox Mill Elementary School to improve <br />water quality in Clarke Creek. The Board of Commissioners previously <br />approved donation of a 25.63 -acre conservation easement on the 100 -year <br />floodplain on Clarke Creek that lies within the Clarke Creek Heron Rookery <br />Significant Natural Heritage Area. The Board of Commissioners previously <br />adopted the 2002 report, "An Inventory of the Significant Natural Areas of <br />Cabarrus County, North Carolina," that documents this state - designated, <br />regionally- significant site. <br />The grant award totals $953,403.00 of which $431,570.00 will come from <br />matching funds as follows: $72,442.00 in -kind from Cabarrus County Schools <br />and others, $35,000.00 cash grant from Philip Morris, $31,628.00 as in -kind <br />services from local agencies, and $292,500.00 as value of permanent easements <br />to be donated. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the contract between Cabarrus <br />Soil and Water Conservation District and the North Carolina Clean Water <br />Management Trust Fund, authorized the County Manager to execute the contract <br />on behalf of Cabarrus County, subject to review or revisions by the County <br />Attorney and adopted the following project ordinance and budget amendment: <br />Ordinance No. 2011 -01 <br />CABARRUS COUNTY SMALL PROJECTS <br />SPECIAL REVENUE PROJECT ORDINANCE <br />BE IT ORDAINED, by the Board of County Commissioners of the <br />County of Cabarrus, North Carolina that, pursuant to Section 13.2 <br />of Chapter 159 of the General Statutes of North Carolina, the <br />following special revenue project ordinance is hereby adopted: <br />Section 1. The special revenue project authorized is for <br />the purpose of collecting and appropriating general fund revenues <br />and federal and state grants funds received specifically for use <br />by the appropriate Cabarrus County Department who has received <br />the funds. <br />Section 2. The officers of this unit are hereby directed <br />to proceed with this project within the terms of the guidelines <br />as set forth by the federal and state government, Generally <br />Accepted Accounting Principles (GAAP) and the budget contained <br />herein. <br />Section 3.
