March 21, 2011 (Regular Meeting) Page 341 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, March 21, 2011, at 6:30 p.m. Present - Chairman: Vice Chairman Commissioners H. Jay White, Sr. Elizabeth F. Poole Larry M. Burrage Robert W. Carruth Christopher A. Measmer Also present were Richard M. Koch, County Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County Manager and Kay Honeycutt, Clerk to the Board. John Day, County Manager, was on vacation. Chairman White called the meeting to order at 6:30 p.m. The Fire Academy Honor Guard from Concord High School in Concord conducted the Flag Ceremony. Students participating were: Kyle Franklin, Captain; Brandon Blackwelder, Captain; Austin Riley, Lieutenant and Watch Commander; and Amber Cline, Honor Guard Captain. After introducing himself, Chief David Barlow announced that there are only three (3) Fire Academies in the State and that this program has been selected as the State model. He also expressed appreciation for the opportunity to present the colors and responded to questions from the Board about the program and its equipment. Executive Pastor Robert Jurjevich from The Refuge in Concord delivered the invocation. (A) APPROVAL OR CORRECTION OF MINUTES UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage and unanimously carried, the Board approved the minutes of January 28, 2011 (Board Retreat), January 29, 2011 (Board Retreat) and February 7, 2011 (Work Session) as written. (B) APPROVAL OF THE AGENDA Chairman White reviewed the following changes to the Agenda: Supplemental Information - New Business: (G -8) Finance - Banking Services Contract Award • Banking Services Bid Tabulation (G -9) Finance - Qualified School Construction Bonds (QSCB) - Additional Financing Options • March 17, 2011 Data Supplemental Information - Appointments: (H -4) Appointments - Council for a Sustainable Local Economy • Application - Jim Fulton UPON MOTION of Vice Chairman Poole, seconded by Commissioner Burrage and unanimously carried, the Board approved the Agenda as amended. (C) RECOGNITIONS AND PRESENTATIONS None. (D) INFORMAL PUBLIC COMMENTS Chairman White opened the meeting for Informal Public Comments at 6:38 p.m. He stated each speaker would be limited to three minutes. Richard Mauney, resident of 111 Autumn Lane in Harrisburg and Deputy Chief of the Jackson Park Volunteer Fire Department (VFD), addressed the closing of the Jackson Park VFD. He urged the Board to consider giving the 57- year -old VFD more time before closing the department. He also advised the VFD is working on a merger, but that it cannot be completed in three (3) months. In closing, he reiterated a request for additional time to close the VFD.
