March 21, 2011 (Regular Meeting) <br />Page 341 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, March 21, 2011, at <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />H. Jay White, Sr. <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />Also present were Richard M. Koch, County Attorney; Mike Downs, Deputy <br />County Manager; Pam Dubois, Deputy County Manager and Kay Honeycutt, Clerk to <br />the Board. <br />John Day, County Manager, was on vacation. <br />Chairman White called the meeting to order at 6:30 p.m. <br />The Fire Academy Honor Guard from Concord High School in Concord <br />conducted the Flag Ceremony. Students participating were: Kyle Franklin, <br />Captain; Brandon Blackwelder, Captain; Austin Riley, Lieutenant and Watch <br />Commander; and Amber Cline, Honor Guard Captain. <br />After introducing himself, Chief David Barlow announced that there are <br />only three (3) Fire Academies in the State and that this program has been <br />selected as the State model. He also expressed appreciation for the <br />opportunity to present the colors and responded to questions from the Board <br />about the program and its equipment. <br />Executive Pastor Robert Jurjevich from The Refuge in Concord delivered <br />the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the minutes of January 28, 2011 <br />(Board Retreat), January 29, 2011 (Board Retreat) and February 7, 2011 (Work <br />Session) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the Agenda: <br />Supplemental Information - New Business: <br />(G -8) Finance - Banking Services Contract Award <br />• Banking Services Bid Tabulation <br />(G -9) Finance - Qualified School Construction Bonds (QSCB) - Additional <br />Financing Options <br />• March 17, 2011 Data <br />Supplemental Information - Appointments: <br />(H -4) Appointments - Council for a Sustainable Local Economy <br />• Application - Jim Fulton <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />None. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:38 <br />p.m. He stated each speaker would be limited to three minutes. <br />Richard Mauney, resident of 111 Autumn Lane in Harrisburg and Deputy <br />Chief of the Jackson Park Volunteer Fire Department (VFD), addressed the <br />closing of the Jackson Park VFD. He urged the Board to consider giving the <br />57- year -old VFD more time before closing the department. He also advised the <br />VFD is working on a merger, but that it cannot be completed in three (3) <br />months. In closing, he reiterated a request for additional time to close the <br />VFD. <br />
