Filed 3/9/11. <br />AUTHORIZING CATAWBA COUNTY TO GIVE PREFERENCE TO A LOCAL BIDDER WHEN <br />PURCHASING GOODS OR SERVICES OR ENTERING INTO CONTRACTS FOR THE CONSTRUCTION <br />OR REPAIR OF BUILDINGS. <br />Amends public building construction and repair contracting requirements (GS <br />143 -128), minority participation goals (GS 143 - 128.2), public purchasing <br />contracting requirements (GS 143 -129), local government informal bidding <br />requirements (GS 143 -131), and minimum bidding requirements for public <br />building construction and repair projects (GS 143 -132) by establishing a new <br />GS 143- 129(bl) to authorize price -match preferences for lowest responsible, <br />responsive resident bidders. Preference may be given if the bid of the lowest <br />responsible responsive resident bidder is no greater than 5% or $10,000, <br />whichever is less, above the lowest responsive responsible nonresident <br />bidder, and the resident bidder matches the nonresident bidder's price. <br />Resident bidder is defined as a person or corporation legally authorized to <br />perform construction or repair work or engage in the sale of goods or <br />services in North Carolina, and has maintained a physical place of business <br />within the county with at least one employee for a period of at least six <br />months prior to the bid solicitation announcement. This local preference <br />authorization only applies to Catawba County. <br />Intro. by Allran. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Burrage <br />and unanimously carried, the Board voted to request Senator Hartsell to <br />include Cabarrus County in S291. <br />
