May 16, 2011 (Regular Meeting) <br />Page 431 <br />available to people with disabilities beyond the requirements of the ADA of <br />1990 by providing funding assistance that supports new public transportation <br />services and /or new public transportation alternatives beyond those required <br />by the ADA; and <br />WHEREAS, NCDOT has been designated as the State agency with principal <br />authority and responsibility for administering the Section 5310 program for <br />all areas - urbanized, small urban, and rural; and <br />WHEREAS, NCDOT has been designated as the State agency with principal <br />authority and responsibility for administering the Section 5316 and 5317 <br />programs for small urban and rural areas; and <br />WHEREAS, (Legal Name of Applicant) County of Cabarrus hereby assures and <br />certifies that it will comply with the federal and state statutes, <br />regulations, executive orders, and all administrative requirements related to <br />the applications made to and grants received from the Federal Transit <br />Administration, as well as the provisions of Section 1001 of Title 18, U. S. <br />C. <br />NOW, THEREFORE, be it resolved that the (Authorized Official's Title)* <br />Chairman of (Name of Applicant's Governing Body) Cabarrus Board of <br />Commissioners is hereby authorized to submit a grant application for federal <br />and state funding, provide the required local match, make the necessary <br />assurances and certifications and be empowered to enter into an agreement <br />with the NCDOT to provide public transportation services. <br />(F -9) Youth Council - Approval of Revised By -Laws <br />The Youth Council's by -laws were revised to conform to the <br />Commissioners' Appointment Policy, to the extent possible and now addresses <br />redistricting. <br />UPON MOTION of Commissioner Carruth, seconded by Chairman White and <br />unanimously carried, the Board approved the revised by -laws for the Youth <br />Council as set forth in the Agenda. <br />(G) NEW BUSINESS <br />(G -1) Youth Council - Report on Current Activities <br />Youth Council members Alana Dean (Jay M. Robinson) and Cameron Watson <br />(Northwest Cabarrus) presented a report on the Cabarrus County Youth Council <br />current activities. The following information was addressed: vacant <br />positions; educational and social activities; upcoming banquet for families, <br />commissioners and government officials; would like to be involved in the <br />North Carolina Association of County Commissioners' annual conference to be <br />held in Concord in August 2011; a public service announcement has been <br />created to recruit new members; a Facebook page and website for the Council <br />are being developed; etc. The following Council members were in attendance <br />and were recognized: Te'Shone Davidson (A. L. Brown) , Daniel Hicks (A. L. <br />Brown) , Ian Smith (Central Cabarrus) , Ryan Himes (Central Cabarrus) , Taylor <br />Furr (Hickory Ridge) , Ryan Essick (Hickory Ridge) , Sidney San Jose (Jay M. <br />Robinson) , Ella Beth Wickliff (Mt. Pleasant) and Seth Bollenbecker (Mt. <br />Pleasant). <br />No action was taken. <br />(G -2) Library - Literacy Council Agreement <br />With regard to the Cabarrus County Public Library assuming <br />administration of the Adult Basic Literacy Program, Chairman White disclosed <br />that one of his law firm partners, as well as his wife, are on the Literacy <br />Council's Board of Directors. He stated he would recuse himself from the <br />vote, if necessary. <br />Dana Eure, Library Director, reported she also serves on the Literacy <br />Council's Board of Directors and that both of the Literacy Council's <br />employees announced they are leaving their positions at the end of June. She <br />said the Council determined the best way to continue the Adult Basic Literacy <br />Program is to have the Library administer it in conjunction with its Family <br />Literacy services that are provided through a partnership with the Cabarrus <br />Partnership for Children. She explained the Literacy Council will provide <br />funding and the Library will administer the program. She also responded to <br />questions from the Board and recognized Literacy Council Board members Darci <br />White, Christy Wilhelm and Ben McNeely, in attendance. <br />
