June 6, 2011 (Work Session) <br />Page 463 <br />By utilizing these three funding sources, the program will be <br />funding without any impact on the tax rate. <br />VII. Next Steps. <br />1. Approve the concept, to include management structure option. <br />2. Amend budget to allocate funds for establishment of the <br />program. <br />3. If needed, Develop contract /MOU between the county and one or <br />more local rescue groups. <br />4. If maintaining program in house, create job description and <br />hire Animal Services Director. <br />Commissioner Carruth advised the initial estimate for funding of <br />$80,000.00 has been reduced to approximately $70,000.00 which would include: <br />1) salary and benefits for an adoption coordinator position, 2) supplies and <br />veterinarian services and 3) office supplies and IT support, for the position <br />to be able to handle the process. He advised approximately $17,000.00 has <br />already been identified as previously existing shelter fees and approximately <br />$53,000.00 additional funds will be needed. He also reviewed the Animal <br />Adoption Continuum chart as follows: <br />Ms. Cannon advised that most owners who surrender their pets do so <br />because of behavior problems usually caused by the families themselves. She <br />advised the Cabarrus Pet Society offers behavioral training services to <br />participating families. She stated these services would be the rescue <br />organizations' responsibility for animals surrendered to Animal Control. She <br />also responded to questions from the Board. <br />A lengthy discussion ensued with Commissioner Carruth responding to a <br />variety of questions. During discussion, Chairman White suggested the APPAC <br />develop the program matrix and advised there may be County staff available to <br />coordinate this program to eliminate additional cost to the County. <br />Discussion continued. No action was taken with regard to the budget. <br />Discussion for Fire District Tax Rates - Harrisburg Rural <br />Michele Reapsmith, Harrisburg Town Administrator, and Chad Baucom, <br />Harrisburg Town Councilman, reiterated the Town's request presented on May <br />31, 2012 for a two (2) cent tax increase on the rural fire district tax rate <br />to maintain the current level of service and equalize the "in -town vs. out - <br />of- town" rates.
