June 20, 2011 (Regular Meeting) Page 468 <br />the Board as well as the County Manager, Deputy County Managers and the <br />Clerk. <br />(C -2) Cabarrus Arena and Events Center - Cabarrus County Schools Youth Art <br />Month Program <br />Frank Lapsley, Cabarrus Arena and Events General Manager, presented the <br />winners of the Commissioners Select Award as part of Cabarrus County Schools <br />Youth Art Month held in March at the Arena, where approximately 60 pieces of <br />artwork were displayed. He advised the winning artwork will be displayed in <br />the Gold Hall at the Arena this year, giving them maximum exposure during the <br />upcoming Fair. In addition, the Arena will collect artwork from this program <br />to display on their walls. He also recognized Pam Sossoman, Cabarrus Arena <br />and Events Center Sales and Marketing Manager, who spearheaded the effort. <br />This year's winners are: Michellen Spires, Furr Elementary School, Diana <br />Perez, J.N. Fries Middle School and Sara Starkel, Central Cabarrus High <br />School. Ms. Starkel was in attendance, described the medium she used to <br />create her artwork and responded to questions from the Board. Mr. Lapsley <br />and Ms. Sossoman displayed the artwork of Michellen Spires and Diana Perez <br />who were unable to attend the meeting. <br />(C -3) Transportation - Annual North Carolina Public Transportation <br />Association Rodeo and Conference <br />Bob Bushey, Transportation Operations Manager, stated Cabarrus County <br />Transportation is a member of the North Carolina Public Transportation <br />Association, which has an annual conference and rodeo event in Wilmington, <br />North Carolina. The statewide competition includes written tests, wheelchair <br />securement and a timed obstacles course. He recognized Annette Barnett, a <br />Transportation Driver, who finished third in the competition. Ms. Barnett <br />responded to questions and received congratulatory comments from the Board. <br />(C -4) Water and Sewer Authority of Cabarrus County - Award of ISO 14001:2044 <br />Certification <br />Commissioner Carruth announced the Water and Sewer Authority of <br />Cabarrus County (WSACC) has met the requirements of the ISO (International <br />Organization for Standardization) 14001:2044 Certification designation in the <br />water treatment, wastewater treatment and collections category. He further <br />announced that WSACC was also recently awarded the Public Sector Star <br />certification by the North Carolina Department of Labor in February 2010 and <br />that WSACC is the only independent utility in the State that has achieved <br />both of these designations. He commended WSACC on these achievements and <br />responded to questions from the Board. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:44 <br />p.m. He stated each speaker would be limited to three minutes. <br />Annette Toles Young, resident of 7865 Grimsby Circle in Harrisburg, <br />announced she is President of the Board of Directors of the Cabarrus County <br />Council on Aging and a member of Department of Aging Advisory Board. She <br />expressed support for the passage of an ordinance on the Board's agenda <br />banning smoking and the use of other tobacco, products at County parks. She <br />advised that passage of the ordinance will benefit current generations as <br />well as those yet to come, adding senior citizens want healthy parks too. <br />Patrick Lawrence, resident of 8835 Hills Dell Drive in Concord, read <br />the following statement: <br />My name is Patrick Lawrence and I am speaking against the fire <br />tax increase for the Odell fire district in which I live. I was <br />on the Board of Directors for the Odell fire department for <br />nearly 20 years, serving most of that time as Treasurer and <br />Secretary. The people I am debating are friends of mine. However, <br />in this case we have a major philosophical disagreement, that <br />being taxes and use of public money. Additionally, I was <br />Treasurer at the time this proposal (to go to full time paid <br />staffing and raise taxes) was presented to the Board, yet I was <br />not consulted at all. <br />This is not about fire protection. In the case of an actual major <br />structure fire, which are rare, there are mutual aid calls to <br />other departments. We have ample volunteers available to get <br />
