June 20, 2011 (Regular Meeting) <br />Northeast Fire District <br />Page 516 <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth, <br />with Chairman White, Vice Chairman Poole and Commissioners Carruth and <br />Measmer voting for, and Commissioner Burrage voting against, the Board <br />approved a one (1) cent tax increase for the Northeast Rural Fire Tax <br />District. <br />Odell Fire District <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole, <br />with Chairman White, Vice Chairman Poole and Commissioner Carruth voting for, <br />and Commissioners Burrage and Measmer voting against, the Board approved a <br />two (2) cents tax increase for the Odell Rural Fire Tax District. <br />Mt. Pleasant Fire District <br />Following a comments, Commissioner Carruth MOVED to approve a 1.5 cent <br />tax increase for the Mt. Pleasant Rural Fire District. The motion died for <br />lack of a second. <br />Vice Chairman Poole MOVED to disapprove a 1.5 cent tax increase for the <br />Mt. Pleasant Rural Fire District. Chairman White seconded the motion. <br />Following discussion, the MOTION carried with Chairman White, Vice <br />Chairman Poole and Commissioners Burrage and Measmer voting for and <br />Commissioner Carruth voting against. <br />Harrisburg Fire District <br />Commissioner Carruth MOVED to approve a two (2) cent tax increase for <br />the Harrisburg Rural Fire Tax District. The motion died for lack of a <br />second. <br />Commissioner Measmer MOVED to disapprove a two (2) cent tax increase <br />for the Harrisburg Rural Fire District. Commissioner Burrage seconded the <br />motion. <br />Several Commissioners expressed concern in granting the tax increase <br />and noted they had not received any emails from Harrisburg officials as <br />indicated during the public hearing. Vice Chairman Poole reported having <br />technical issues with her computer and apologized if Harrisburg's emails did <br />not get through to her. Chairman White also addressed maintenance issues as <br />identified in Harrisburg's materials during the budget workshops and noted <br />they were not addressed in their budget request. <br />After Chairman White restated the motion, the MOTION carried with <br />Chairman White, Vice Chairman Poole and Commissioners Burrage and Measmer <br />voting for and Commissioner Carruth voting against. <br />Special Fire Tax and Insurance Districts Fund <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board adopted the following ordinance: <br />Ordinance No. 2011 -30 <br />CABARRUS COUNTY BUDGET ORDINANCE <br />SPECIAL FIRE TAX AND INSURANCE DISTRICTS FUND <br />FISCAL YEAR 2011 -2012 <br />BE IT ORDAINED by the Board of Commissioners of Cabarrus County, North <br />Carolina: <br />Section I. <br />It is the intent of the Special Fire Tax and Insurance Districts Fund to <br />provide necessary funds to local fire departments with district in <br />Cabarrus County for the purpose of providing fire protection in the <br />unincorporated areas of Cabarrus County. The Board of County <br />Commissioners does hereby levy the tax on Real, Personal and Public <br />Service property located in each specific designated fire or service <br />district. Such funds collected by the County Tax_ Collector are then <br />remitted to each fire department for the purpose of providing fire <br />protection to the specific taxed area. <br />
