June 20, 2011 (Regular Meeting) Page 521 <br />A brief discussion ensued regarding the possible rehabilitation of the <br />Board of Elections' building for bail bondsmen. <br />(G -2) Harrisburg - Request by Harrisburg and Charlotte - Mecklenburg Utility <br />Department (CMU) for Transfer of Ownership of Water / Sewer Lines in Cabarrus <br />County <br />Michele Reapsmith, Harrisburg Administrator, requested the Board grant <br />permission for CMUD (Charlotte- Mecklenburg Utility Department) to own <br />property in Cabarrus County for approximately two (2) weeks. <br />Commissioner Carruth MOVED to approve the transfer of ownership of <br />water /sewer lines in Cabarrus County for approximately two (2) weeks after <br />the title has been transferred to Charlotte - Mecklenburg in accordance with <br />N.C.G.S 153A -15. <br />In response to questions from the Board, Barry Shearin, Charlotte - <br />Mecklenburg Chief Engineer and Carolina Water Incorporated .Acquisition <br />Project Manager, advised the date of the transfer is not available at this <br />time and stated the State Utility Commission is reviewing a policy issue that <br />is scheduled to be heard during the middle of August that may require a <br />portion of the Agreement to be renegotiated. <br />Commissioner Carruth amended the motion to include "contingent upon <br />approval by the Utility Commission ". <br />Mr. Shearin stated the title will be transferred to Harrisburg two (2) <br />weeks after title has been transferred to CMUD. <br />For clarification, Chairman White restated the motion as follows: <br />motion to approve the transfer of property, for approximately two (2) weeks <br />after title has been transferred to Charlotte - Mecklenburg who then will <br />transfer the property to the Town of Harrisburg, in accordance with GS 153A- <br />15 and contingent upon approval from the State Utility Commission. <br />Vice Chairman Poole seconded the motion. <br />The MOTION unanimously carried. <br />Vice Chairman Poole stated the Water and Sewer Authority of Cabarrus <br />County (WSACC) is working on a sludge project and asked if CMUD will hold a <br />dialog with WSACC to participate in that project. Mr. Shearin responded in <br />the affirmative. <br />(G -3) County Manager - Award of Bid to JD Goodrum Company, Inc. for Harvest <br />Facility - $847,000.00 <br />John Day, County Manager, presented the following information related <br />to a request to award a bid to the JD Goodrum Company, Inc. for construction <br />of an animal harvest facility: in 2007, the Board held a well - attended town <br />hall meeting for people in agriculture; an animal harvesting facility was <br />identified as a need at the meeting; afterwards, the Board adopted a <br />sustainable community initiative, including the construction of a harvest <br />facility; the county received a grant from the NC Agricultural Development <br />and Farmland Preservation (ADFP) Trust Fund to pay for half of the cost; an <br />extension of the ADFP grant was approved today and was necessary before the <br />bid for construction could be awarded; the actual construction cost is less <br />than the request of $847,000.00; the company has been requested to identify <br />savings with $70,000.00 being identified thus far; funding is available and <br />the request is to award the contract to construct the Cabarrus County animal <br />harvest facility to the low- bidder, JD Goodrum Company, Inc. of Cornelius. <br />Mr. Day also announced the availability of Max Cruse, Cruse Meat Company <br />representative, to answer questions. <br />Related information provided in the Agenda is as follows: The <br />remainder of the expense will be paid by funds previously appropriated by the <br />Board for this purpose, $100,000.00 from the Cruse family (which will also <br />provide the land and operate the county -owned facility), and a grant or loan <br />to construct the water and wastewater systems (if a loan, it will be serviced <br />by a per pound processing surcharge). <br />Vice Chairman Poole MOVED to award a contract to construct the Cabarrus <br />County Animal Harvest Facility to the low- bidder, JD Goodrum Company, Inc. of <br />Cornelius, in an amount not to exceed $847,000.00 and to authorize the County <br />Attorney and County Manager to negotiate and execute the contract. <br />Commissioner Carruth seconded the motion. <br />
