June 20, 2011 (Regular Meeting) Page 473 <br />Raleigh, NC 27640, along with a certified copy of the BOE results from the <br />advisory referendum. <br />Thereupon, upon motion of Commissioner Carruth, seconded by <br />Commissioner Measmer, the foregoing resolution entitled `RESOLUTION LEVYING <br />AN ADDITIONAL ONE- QUARTER CENT (1 /4C) LOCAL SALES AND USE TAX IN CABARRUS <br />COUNTY," was adopted and passed by the following vote: <br />AYES: Chairman H. Jay White, Sr., Vice Chairman Elizabeth F. Poole and <br />Commissioners Burrage, Carruth and Measmer <br />NOES: None. <br />(F -6) County Manager - Resolution Opposing the Closure of the Cabarrus <br />County Correctional Center <br />The following resolution opposes the closure of the Cabarrus County <br />Correctional Center as recommended by the 2011 -2012 House Appropriations <br />Bill. Approval of this resolution was requested by the Town of Mt. Pleasant, <br />which has adopted a similar resolution. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2011 -17 <br />Resolution Opposing the Closing of the Cabarrus County Correctional Facility <br />WHEREAS, the Cabarrus County Correctional Center is a minimum security <br />facility that offers effective rehabilitation and re -entry programs; <br />WHEREAS, the Center provides jobs directly for 56 families in Cabarrus <br />County, and supports an additional seven (7) teaching positions at Rowan <br />Cabarrus Community College; <br />WHEREAS, the Center is closely tied to the local community through religious, <br />educational, and work programs; <br />WHEREAS, 14 percent of the North Carolina prison population claim Cabarrus, <br />or one of the five bordering counties, as their county of residence; <br />WHEREAS, closing the facility will place a tremendous hardship on citizens <br />with incarcerated family members; <br />WHEREAS, failure to provide adequate re -entry programs that help inmates <br />reconnect with the community and build life skills, has been shown to <br />increase the likelihood of recidivism when these inmates complete their <br />sentence and return to Cabarrus County; <br />WHEREAS, The Report on the 2011 -2012 House Appropriations Bill recommends the <br />closing of the Cabarrus County Correction Center; <br />WHEREAS, closing this facility is contradictory to the recommendations of the <br />report on Justice Reinvestment in North Carolina; <br />NOW THEREFORE, BE IT RESOLVED: that the Cabarrus County Board of <br />Commissioners hereby opposes the closing of the Cabarrus County Correctional <br />Center. <br />Adopted this the 20 day of June, 2011. <br />/s/ H. The General <br />fund has provided appropriations to support the activities of these funds <br />this fiscal year. A correction is also being made to correct the revenue <br />source supporting the Workers Compensation Fund: reducing premiums and <br />increasing fund balance appropriated.
