At the completion of the project, all <br />unrestricted excess funds are transferred to the General Fund and <br />the Capital Project Ordinance is closed. <br />Section 11. The County Manager is hereby authorized to transfer revenues <br />and appropriation within an ordinance as contained herein under the <br />following conditions: <br />a. The Manager may transfer amounts between objects of expenditures <br />and revenues within a function without limitation. <br />b. The Manager may transfer amounts up to $100,000 between functions <br />of the same ordinance. <br />c. The Manager may transfer amounts between contingency funds which <br />are set aside for a specific project for budgetary shortfalls or <br />upon the appropriate approval of a change order. <br />d. This bank is located outside of North Carolina. The Local <br />Government Commission (LCG) does not permit local governments to use banks <br />outside of N.C. unless specific approval is received. After several <br />discussions with the LGC, the County was asked to remove Citibank as an <br />approved depository account. However, the County will still use Citibank as <br />a prepaid account for hospital insurance claims to meet CIGNA's requirements. <br />This issue came to light when the North Carolina Association of County <br />Commissioners discontinued their health care portion of the insurance <br />programs. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board removed Citibank Global Cash Management as <br />an authorized depository account. <br />(F -5) FPC - Approval of Locally Grown Logo Licensing Agreement <br />The Food Policy Council has developed licensing agreements to govern <br />the use of the Locally Grown, Cabarrus County Local Food Logo by business in <br />four categories: Producers, Processors, Handlers and Tailgate Markets. The <br />purpose of these licensing agreements is to ensure that businesses using the <br />logo uphold a certain standard and therefore appropriately represent the <br />spirit and intent of the Locally Grown logo and its campaign to promote <br />Cabarrus County agriculture. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board adopted the Food Policy Council Locally <br />Grown Logo Licensing Agreement for handlers, producers, processors and <br />tailgaters, subject to review and revision by the County Attorney. <br />(F -6) ITS - Approval of Storage Area Network Lease Extension <br />ITS requests approval of Storage Area Network Lease Extension to <br />increase storage capacity for Cabarrus County Government and to provide Data <br />Center Cc- Location for Disaster Recovery and High Availability to the <br />Cabarrus County Schools and Kannapolis City Schools. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the lease agreement ( #TSM03348NE- <br />QL) between Cabarrus County and DDI Leasing, Inc.; and authorized the County <br />
