August 15, 2011 (Regular Meeting) <br />Page 556 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, August 15, 2011, at <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />H. Jay White, Sr. <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />Also present were John Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman White called the meeting to order at 6:30 p.m. <br />The Air Force Junior ROTC from Central Cabarrus High School conducted <br />the Flag Ceremony. Students participating were: Cadet Master Sergeant <br />Arturo Soto, Cadet Staff Sergeant Ashley Haas, Cadet First Lieutenant Ryan <br />Ellis, Cadet Major David Morris and Cadet Airman First Class Sarah Robinson. <br />Pastor Orville Threatt from Miami Baptist Church in Concord delivered <br />the invocation. <br />APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the minutes of June 20, 2011 <br />(Regular Meeting) and July 5, 2011 (Work Session) as written. <br />B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the Agenda: <br />Supplemental Information - Minutes: <br />(A -1) Approval or Correction of Minutes <br />® July 5, 2011 (Work Session) <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Cabarrus Sustainabilitv Council - Presentation of the 11 10 Second Rule" <br />Dakeita Vanderburg- Johnson, Chair of the Cabarrus Sustainability <br />Council, presented a PowerPoint presentation entitled the "10 Second Rule" - <br />an initiative to improve air quality by eliminating automobile idling after <br />10 seconds. She also responded to a variety of questions from the Board <br />throughout the presentation. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:47 <br />p.m. He stated each speaker would be limited to three minutes. <br />Price Crutchfield, resident of 592 Love Street in Concord, expressed <br />dissatisfaction with a certain retiree from the Concord Police Department in <br />relation to being recently banned from the What -A- Burger restaurant for <br />discussing public records. <br />With there being no one else to address the Board, Chairman White <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />(E -1) BOC - Update on QSCB (Qualified School Construction Bonds) Projects - <br />Kannapolis City Schools <br />Will Crabtree, Kannapolis City Schools (KCS), presented an update on <br />the status of the QSCB (Qualified School Construction Bonds) Projects for <br />Kannapolis City Schools. Projects include: replacement of HVAC systems, <br />controls, etc.; roof replacement at Kannapolis Intermediate School, <br />additional parking lots at several schools and architectural work at a high <br />school. He advised that contracts for mechanical, electrical and roofing <br />
