September 6, 2011 (Work Session) Page 579 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, September 6, 2011 at 3:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />H. Jay White, Sr. <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Robert W. Carruth <br />Also present were John Day, County Manager; Richard Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Call to Order <br />Chairman White called the meeting to order at 3:30 p.m. <br />Chairman White recognized Tim Tereska, the new Veterans Services <br />Director, and welcomed him to the organization. <br />Approval of Agenda and Additional Agenda Items <br />Chairman White reviewed the following changes to the Agenda: <br />Addition - Recognitions and Presentations <br />(C -2) DSS - Recognition of Betty Jean Prewitt for Service on Social Service <br />Board <br />(C -3) NCACC - Presentation of Resolution of Appreciation <br />Removal - New Business <br />(G -4) Commerce - Proposed Development at Corner of Union and Corban Street <br />(G -10) Sheriff - Regional Emergency Radio System <br />Supplemental Information - Consent <br />(F -8) Tax - Write -off of 2011 Real and Personal Outstanding Taxes <br />® Report <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the Agenda with the <br />aforementioned changes. By the same vote, the Board approved the placement <br />of the following items on the September 19, 2011 Agenda: <br />Approval or Correction of Minutes <br />® Approval or Correction of Meeting Minutes <br />Recognitions and Presentations <br />® Commerce - Service Recognition for Former Cabarrus County Planning and <br />Zoning Commission Members <br />Consent <br />® BOC - Proclamation Designating October 9 - 15 as DECA Week <br />® Communications and Outreach - Proclamation - Observance of Pregnancy <br />and Infant Loss Remembrance Day - October 15 <br />® County Manager - Maintenance and Repair Agreement with Cabarrus County <br />and Kannapolis City Schools <br />® Finance - Ongoing Projects Budget Amendment - $2,514,100.00 <br />® Finance - Public School Building Capital Fund North Carolina Education <br />Lottery Applications - $1,713,555 <br />ITS - Approval of Interagency Agreement for Collaborative Technology <br />Services With Cabarrus County School Board <br />® Tax Administration - Refund and Release Report - August 2011 <br />® Tax Administration - Write -Off of 2001 Real and Personal Outstanding <br />Taxes <br />® Emergency Management - Adoption of Ordinance Amending Chapter 34, Fire <br />Prevention and Protection of the Cabarrus County Code of Ordinances <br />® Finance Transfer of Four Capital Improvement Projects from the <br />General Fund to the Construction and Renovations Capital Projects Fund <br />® Sheriff - Governor's Highway Safety Grant Application <br />® Wellness /Risk Management - Vending Services Contract - Award Contract <br />Appointments to Boards and Committees <br />0 Appointments - Food Policy Council <br />
