<br />(F -7) Finance - Transfer of Four Capital Improvement Projects from the
<br />General Fund to the Construction and Renovations Capital Protects Fund
<br />Four minor construction and renovations projects were budgeted in the
<br />General Fund as part of the annual budget process. After discussions amongst
<br />Finance staff, it was determined for accounting and budgeting purposes that
<br />it makes more sense to keep all construction and renovations projects within
<br />a capital projects fund. This allows the project to run throughout
<br />completion without crossing over fiscal years requiring re- appropriation of
<br />funds, accounts for all the cost for capitalization purposes, and does not
<br />inflate the General Funds annual budget. The four projects are the
<br />Governmental Center Main Area Handler, the Old Board of Elections Demolition,
<br />Arena Roof replacement and Kannapolis Library Program Room. A revised
<br />Construction and Renovation Capital Project Ordinance has also been submitted
<br />for approval.
<br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer
<br />and unanimously carried, the Board adopted the following budget amendment and
<br />related capital project ordinance:

<br />CABARRUS COUNTY CONSTRUCTION & RENOVATION FY 12 PROJECTS
<br />CAPITAL PROJECT ORDINANCE
<br />BE IT ORDAINED, by the Board of County Commissioners of the
<br />County of Cabarrus, North Carolina that, pursuant to Section 13.2
<br />of Chapter 159 of the General Statutes of North Carolina, the
<br />following capital project ordinance is hereby adopted:
<br />Section 1. The project authorized is the demolition of the
<br />old Cabarrus County Jail facility, resurfacing of the old jail
<br />parking lot, renovations at the Cabarrus County Human Services
<br />Building, the Governmental Center Main Area Handler project,
<br />demolition of the old Board of Elections building, replacement of
<br />the roof at the Arena, and renovation of the Kannapolis Library
<br />program room. The projects are funded by Capital Project Funds
<br />(Capital Reserve).
<br />Section 2. The officers of this unit are hereby directed
<br />to proceed with this capital project within the terms of the
<br />Generally Accepted Accounting Principles (GAAP) and the budget
<br />contained herein.
<br />Section 3. The following budgeted amounts are appropriated
<br />for the projects:
