(F -13) Wellness /Risk Management - Vending Services Contract - Award Contract Cabarrus County received four proposals to provide vending /concession services to the county at the parks and other various county facilities. Upon evaluation of the submitted proposals, the review committee recommends Pintec, Inc. Pintec is a locally owned company and very customer service oriented. Pintec will follow the healthy vending policy guidelines, work with Cabarrus County to increase sales of healthy vending items, and offer the most competitive pricing for products. Additionally, Pintec will be assisting the Parks Department in purchasing items for the pool and golf concessions, which will allow Parks to offer a greater selection at a lower administration cost. According to the County Purchasing Agent, the RFP (Request for Proposals), "FY 2012 Vending Machine Services" was posted to the county website ( www.cabarruscounty.us ) on July 27, 2011. Bids were received from the following vendors: 1. Atlas Food Systems and Services, Inc. 2. Pintec Vending Services 3. Compass Group /Canteen Vending 4. Coca -Cola Bottling Company Consolidated UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer and unanimously carried, the Board approved the bid award and authorized the County Manager to execute the contract between Cabarrus County and Pintec, subject to revision by the County Attorney. (G) NEW BUSINESS (G -1) Commerce - APPL2011- 00001, Appeal of Rezoning Case RZON- 2011 -00003 and Public Hearina - 6:30 P.M. On July 12, 2011, the Planning and Zoning Commission considered a request to rezone approximately +/- 138.094 acres from LC /CR (Limited Commercial /Countryside Residential) to LC /HDR (Limited Commercial /High Density Residential). The property is located on Highway 24/27. The Planning and Zoning Commission acted to deny the request. An appeal has been filed regarding the case; therefore the Board of Commissioners must hold a de novo hearing and render a final decision. After disclosing that Michael R. Burgner, the agent in this case, is also a fellow partner in the law firm where he practices law, Chairman White MOVED to recuse himself from consideration of this item. Vice Chairman Poole seconded the motion and the MOTION unanimously carried. Chairman White turned the meeting over to Vice Chairman Poole and left the room.
