September 19, 2011 (Regular Meeting) Page 618 <br />Carruth and Measmer voting for and Chairman White recused from the vote, the <br />Board adopted the aforementioned consistency statement as it relates to the <br />appeal of rezoning case of RZON- 2011 -00003 - Michael Burger, parcel <br />Identification Number (PIN) 5535 -31 -6128. <br />Recess of Meeting <br />At 8:00 p.m., the Board took a recess. The meeting resumed at 8:10 <br />p.m. at which time Chairman White rejoined the meeting. <br />(G -2) ITS - Approval of Request to Change the Name of Christenbury Road to <br />Edenberry Drive and Public Hearing - 6:30 P.M. <br />Lee Snuggs, E911 Address Coordinator, presented information related to <br />a request to change the name of Christenbury Road to Edenberry Drive to <br />reduce confusion amongst first responders and dispatchers when responding to <br />emergency calls due to the proximity of Christenbury Parkway. Although the <br />City of Concord approved the new street name, he advised that several <br />residents requested the spelling be changed to "Edenbury ", today. He further <br />advised that Concord and county staff agreed to the change. In response to <br />questions from the Board, he advised that property owners were notified of <br />the proposed name change by letter, although no responses were received. <br />Further, he confirmed there are currently no residents living on that road. <br />Chairman White opened the public hearing at 8:12 p.m. The Public <br />Hearing Notice was posted on the County's website ( www.cabarrus county. us ) on <br />September 7, 2011 in accordance with Article 2, Administration, Section 2.1 <br />(Use of Electronic Means to Provide Public Notices) of the Cabarrus County <br />Code of Ordinances. <br />With there being no one to address the Board, Chairman White closed the <br />public hearing. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the road name change from <br />Christenbury Road to Edenbury Drive. <br />(G -3) Tax Administration - Presentation of the Schedule of Values for the <br />2012 Revaluation - Public Hearina - 6:30 P.M. <br />Brent Weisner, Tax Administrator, reported the Schedule of Values has <br />been available to the Board and the public to review for approximately one <br />month and although several calls were received, most of issues raised by <br />property owners have been resolved. He addressed the reduction in the base <br />rate ($71.00 - $70.00), including: market obsolesces, land value volatility, <br />etc.; and, addressed comments made about the Schedule of Values (SOV) during <br />the "informal public comments" portion of the meeting. In addition, he <br />stated availability of staff to discuss the SOV with citizens and stated his <br />availability to respond to questions from the Board. <br />Mr. Weisner responded to a variety of questions from the Board. <br />Commissioner Carruth commented on the in -depth training he received <br />recently from the Tax Department on accessing property values. He reported <br />the training was very beneficial and informative. <br />Chairman White advised there will be another presentation of the SOV on <br />October 3 and presented for adoption on October 17. He asked that concerns <br />raised at tonight's meeting be addressed on October 3 and again on October <br />17, if unanswered questions remain. <br />Chairman White opened the public hearing at 8:26 p.m. The Public <br />Hearing Notice was published on August 17, 2011 in THE INDEPENDENT TRIBUNE. <br />The Public Hearing Notice was also posted on the County's website <br />( www.cabarrus county. us ) on August 16, 2011 in accordance with Article 2, <br />Administration, Section 2.1 (Use of Electronic Means to Provide Public <br />Notices) of the Cabarrus County Code of Ordinances. <br />Marilyn Barnhardt, resident of 5800 Walbash Lane in Concord, addressed <br />signage listing the Farm Hill community for sale as "possibly commercial ". <br />She reported the subdivision's covenants require 66 out of 82 property <br />owners' approval to change the covenants and that a prior agreement to sell <br />the subdivision as commercial property, fell apart in 2008 and is no longer <br />under consideration. <br />
