September 19, 2011 (Regular Meeting) Page 622 <br />(Local Health Director /Designee) , Troy Barnhardt (At- large) , Dawn Thomas (At- <br />large) and Marta Meares (At- large). <br />Terry Triplett has served since 2003, Jane Cauthen has served since <br />2003, Terri Stancil has served since 2005 and Troy Barnhardt has served since <br />2001. Exceptions to the "length of service" provision will be needed for Mr. <br />Triplett, Ms. Cauthen, Ms. Stancil and Mr. Barnhardt. <br />UPON MOTION of Commissioner Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board appointed Steven Ayers (Member of Faith <br />Community) to the Juvenile Crime Prevention Council for a two -year term <br />ending September 30, 2013. By the same vote, the Board reappointed Terry <br />Triplett (Police Chief /Designee), Jane Cauthen (DSS Director /Designee), Terri <br />Stancil (Member of Business Community), Michelle Wilson (Local Health <br />Director/ Designee), Troy Barnhardt (At- large), Dawn Thomas (At- large) and <br />Marta Meares (At- large) to the Juvenile Crime Prevention Council (JCPC) for <br />two -year terms ending September 30, 2013; including exceptions to the "length <br />of service" provision of the Appointment Policy for Mr. Triplett, Ms. <br />Cauthen, Ms. Stancil and Mr. Barnhardt. <br />I) REPORTS <br />(I -1) FPC - Cabarrus County Food System Assessment Final Report <br />The Board received the following report as part of the Agenda: the <br />Cabarrus County Food System Assessment Final Report. <br />(I -2) BOC - Receive Updates from Commission Members Who Serve as Liaisons to <br />Municipalities or on Various Board /Committees <br />None. <br />(I -3) Request for Applications for County Boards /Committees <br />Applications are being accepted for the following County <br />Boards /Committees: <br />• Adult Care Home Community Advisory Committee (4 Vacancies) <br />• Animal Protection and Preservation Advisory Committee <br />• Concord Planning and Zoning Commission (ETJ) <br />• Harrisburg Fire Advisory Board <br />• Industrial Facilities and Pollution Control Financing Authority <br />• Juvenile Crime Prevention Council <br />• Nursing Home Community Advisory Committee (7 Vacancies) <br />• Youth Council <br />Chairman White asked citizens to consider participating on a Board or <br />Committee. <br />(J) GENERAL COMMENTS BY BOARD MEMBERS <br />None. <br />(K) WATER AND SEWER DISTRICT OF CABARRUS COUNTY <br />None. <br />(L) CLOSED SESSION <br />L -1) Closed Session — Personnel Matters <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Burrage <br />and unanimously carried, the Board moved to go into closed session as <br />authorized by NCGS 143- 318.11(a)(6). Richard Koch, County Attorney, and John <br />Day, County Manager, were invited into the closed session. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board moved to come out of closed session at <br />10:50 P.M. <br />(M) ADJOURN <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Carruth <br />and unanimously carried, the meeting adjourned at 10:50 p.m. <br />
