October 17, 2011 (Regular Meeting) <br />Page 637 <br />In retrospect, previous boards that approved every <br />subdivision, with lot sizes .24 or even less, leaving us without <br />any yards and common areas. There are no safe uncongested roads <br />for children to play in their yard without being in the road or <br />in a neighbor's yard. Cars are lined up on both sides. There <br />are no adequate parking spaces in their own houses. You can go <br />through any subdivision unless there is a foreclosure sign is out <br />front. You cannot get through it. A child cannot play in their <br />yard. This is why we have to seek out a park and to get our <br />children outside. Otherwise they have become gamers and glued to <br />MP3's, etc. <br />This has created the overwhelming expense to provide parks, <br />ball fields, etc. Along with this, over building in mass, has <br />created a tremendous burden on the schools. This is another <br />overwhelming debt, the tax payers must absorb. <br />This proposed thread trail, will not ease the loss of jobs, <br />loss of houses, I do not believe the stress on families will be <br />eradicated by a Thread Trail. <br />I close with this statement, how many homeless, hungry, <br />destitute people are going to benefit from this trail? None. I <br />will quote Forest Gump, "stupid is, as stupid does ". Thank You. <br />With there being no one else to address the Board, Chairman White <br />closed that portion of the meeting. <br />E) OLD BUSINESS <br />None. <br />(F) CONSENT AGENDA <br />(F -1) Commerce - 2011 -2012 HOME Program Project Ordinance and Budget <br />Amendment <br />Cabarrus County participates in the Cabarrus /Iredell /Rowan HOME <br />Consortium for housing rehabilitation. The contract for funding has been <br />received from Concord and a project ordinance and budget amendment must be <br />adopted to allocate the funds. The required match was included in the <br />County's FY 2011 -12 budget. <br />UPON MOTION of Commissioner Burrage, seconded by Commissioner Carruth <br />and unanimously carried, the Board adopted the project ordinance and <br />following budget amendment: <br />Date:9 /6/2011 Amount:$155,706 <br />Dept. The projects authorized is for the Grant Projects for the <br />purpose of receiving and disbursing funds as directed Home Program Grant. The <br />project is referenced in Section 3. <br />Section 2.
