November 7, 2011 (Work Session) Page 854 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, November 7, 2011 at 3:30 p.m. <br />Present - Vice Chairman <br />Commissioners <br />Absent - Chairman <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Robert W. Carruth <br />H. Jay White, Sr. <br />Also present were Mike Downs, Interim County Manager; Richard Koch, <br />County Attorney; Pam Dubois, Deputy County Manager and Kay Honeycutt, Clerk <br />to the Board. <br />Chairman White was on vacation. <br />Call to Order <br />Vice Chairman Poole called the meeting to order at 3:31 p.m. <br />Additional Agenda Items <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the following items on the <br />November 21, 2011 Agenda: <br />Approval or Correction of Minutes <br />® Approval or Correction of .Meeting Minutes <br />Recognitions and Presentations <br />® Commerce /SWCD - Recognition of Thomas Porter, Jr., Recipient of the <br />North Carolina Farmer of the Year Award and the Swisher Sweets /Sunbelt <br />Expo Southeastern Farmer of the Year Award for 2011 <br />® EMS - Recognition of EMS Personnel for Victories at Recent Competitions <br />Consent <br />• Cabarrus Arena and Events Center - SMG Incentives and Related Budget <br />Amendment - $125,597.00 <br />• Finance - Budget Amendment - Park and Recreation Trust Fund - $51.57 <br />• Sheriff's Department - Request to Award Service Weapon and Badge to <br />Captain Phillip Patterson Upon Retirement <br />• Sheriff's Department - Request to Award Service Weapon and Badge to <br />Deputy Frank LaRoche Upon Retirement <br />• Tax Administration - Refund and Release Report - October 2011 <br />Appointments to Boards and Committees <br />® Appointment - Adult Care Home Community Advisory Committee <br />® Appointment - Nursing Home Community Advisory Committee <br />Reports <br />• PBH - Presentation of the 2011 First Quarter Dashboard Report <br />• Library - Annual State Report <br />• Request for Applications for County Boards /Committees <br />• BOC - Receive Updates from Commission Members Who Serve as Liaisons to <br />Municipalities or on Various Boards /Committees <br />Closed Session <br />® BOC - Personnel Matters <br />County Manager - Update on CCS and KCS QSCB (Qualified School Construction <br />Bonds) Projects <br />Will Crabtree, Kannapolis City Schools (KCS), presented an update on <br />the QSCB projects for KCS as follows: KCS is currently working on the roof <br />replacement project for the Kannapolis Intermediate School with bidding <br />anticipated to occur in March of 2012; the mechanical /plumbing job at A. L. <br />Brown High School will go out for bid in about three (3) weeks; and civil <br />engineers continue to work on developing plans for parking lots at Forest <br />Park Elementary and A. L. Brown High School. <br />Len Witke, Cabarrus County Schools (CCS), presented an update on the <br />QSCB projects for CCS as follows: Mt. Pleasant Middle School's ITS <br />
