All meetings of the board will be governed by the North Carolina Open Meetings Law (NCGS 143 318.9 to 143 318.18). Order of business shall follow this order: (a) Call to Order, (b) Public Comment Period, (c) Approval of Minutes, (d) Director's Report, (e)Unfinished Business, (f) New Business, (g) Branch Reports, (h) Board Comments, (i) Announcements, (j) Adjournment. ARTICLE VIII: AMENDMENT These by laws may be amended by a majority vote of members present at a regular meeting of the Board of Trustees at which a quorum is present, provided that the proposed amendment was made known to all members in the call for the meeting. ARTICLE IX: APPROVAL These bylaws are subject to the approval of the Board of County Commissioners. (F-4) Sheriff's De t. - State Criminal Alien Assistance Program (SCRAP) FY 2009- $59,925.00 This 2009 SCARP grant has been awarded to the Cabarrus County Sheriff's Office, Jail Division to be used to purchase Inmate Classification software for the new jail facility. The amount of the SCARP award is $59,925.00. In addition, $4,659.00 is remaining from the 2008 SCARP grant that was originally budgeted in FY 2009 that needs to be re-appropriated. UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole and unanimously carried, the Board approved the grant award and adopted the following budget amendment: Date: 12/22/2009 Amount: $69,584.00 Dept. Head: Sheriff Brad Riley Department: Sheriff's Office ^ Internal Transfer Within Department ^ Transfer Between Departments/Funds ~ Supplemental Request Purpose: This budget amendment is to appropriate funds received from the US Dept. of Justice for the State Criminal Alien Assistance Program (SCARP). Funds already received for the 2009 grant are $59,925. In addition, $9,659 is remaining from the 2008 SCRAP grant that was originally budgeted in FY 2009. The NCGS has completed its work on the Cabarrus/Union boundary and presented the survey to both counties for their approval. Also due to the resignation of Ted Cisine from his employment with Cabarrus County, we are requesting that the Board appoint Greg Belk as Special Boundary Commissioner for Cabarrus County. The Cabarrus/Union boundary is depicted in the following diagrams:
