February 15, 2010 (Regular Meeting) Page 1795 <br />A quorum of the board shall consist of a simple majority of the board. <br />Robert's Rules of Order shall govern all proceedings. All meetings of the <br />board will be governed by the North Carolina Open Meetings Law (NCGS 143 <br />318.9 to 143 318.18). Order of business shall follow this order: (a) Call to <br />Order, (b) Public Comment Period, (c) Approval of Minutes, (d) Director's <br />Report, (e)Unfinished Business, (f) New Business, (g) Branch Reports, (h) <br />Board Comments, (i) Announcements, (j) Adjournment. <br />ARTICLE VIII: AMENDMENT <br />These by laws may be amended by a majority vote of members present at a <br />regular meeting of the Board of Trustees at which a quorum is present, <br />provided that the proposed amendment was made known to all members in the <br />call for the meeting. <br />ARTICLE IX: APPROVAL <br />These bylaws are subject to the approval of the Board of County <br />Commissioners. <br />(F-4) Sheriff's De t. - State Criminal Alien Assistance Program (SCRAP) FY <br />2009- $59,925.00 <br />This 2009 SCARP grant has been awarded to the Cabarrus County Sheriff's <br />Office, Jail Division to be used to purchase Inmate Classification software <br />for the new jail facility. The amount of the SCARP award is $59,925.00. In <br />addition, $4,659.00 is remaining from the 2008 SCARP grant that was <br />originally budgeted in FY 2009 that needs to be re-appropriated. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the grant award and adopted the <br />following budget amendment: <br />Date: 12/22/2009 Amount: $69,584.00 <br />Dept. Head: Sheriff Brad Riley Department: Sheriff's Office <br />^ Internal Transfer Within Department ^ Transfer Between Departments/Funds ~ Supplemental Request <br />Purpose: This budget amendment is to appropriate funds received from the US Dept. of Justice for <br />the State Criminal Alien Assistance Program (SCARP). Funds already received for the 2009 grant <br />are $59,925. The NCGS has <br />completed its work on the Cabarrus/Union boundary and presented the survey to <br />both counties for their approval. Also due to the resignation of Ted Cisine <br />from his employment with Cabarrus County, we are requesting that the Board <br />appoint Greg Belk as Special Boundary Commissioner for Cabarrus County. <br />The Cabarrus/Union boundary is depicted in the following diagrams: <br />
