February 15, 2010 (Regular Meeting) <br />Page 1805 <br />(G-2) Parks Department - Approval of Modifications to Park's Fees and <br />Charges Policy - FY 2010-2011 <br />Londa Strong, Parks Director, highlighted the proposed changes to the <br />Park's Fees and Charges Policy. <br />Changes included: <br />1. The Policy will be reviewed at the beginning of each calendar year <br />instead of during the budget process. <br />2. County parks will close one (1) hour early year round - (5:00 p.m. <br />during winter hours and 8:00 p.m. during summer hours). (Note: Frank <br />Liske Park will close at 9:00 p.m. instead of 10 p.m.) <br />3. The fee to operate county parks outside the normal operating hours will <br />be increased from $25/hr per facility to $100 (flat fee) plus $25/hr <br />per staff needed per park. <br />4. To correct minor typographical errors and to provide clarity to the <br />document as a whole, including the Softball Tournament Rental Policy <br />and the Camp Spencer Camping and Cabin Rules. <br />Vice Chairman Poole pointed out that the Parks Commission approved the <br />proposed changes in January. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the modifications to the Park's <br />Fees & Charges Policy - FY 2010-2011 as follows: <br />CABARRUS COUNTY PARKS DEPARTMENT <br />FEES AND CHARGES POLICY <br />I. POLICY PURPOSES: <br />To adopt an official policy to establish a set of fees and charges that <br />is fair and equitable for the use of facilities and equipment and the <br />participation in programs sponsored by the Cabarrus County Parks <br />Department. <br />This policy, upon adoption by the Cabarrus County Board of <br />Commissioners, shall be applicable to all individuals for the use of <br />park facilities and recreation equipment and the participation in <br />programs conducted by the Cabarrus County Parks Department until such <br />time as it is altered, modified, or rescinded by the Cabarrus County <br />Board of Commissioners. <br />II. POLICY <br />The Cabarrus County Board of Commissioners hereby establishes the <br />following Parks Fees and Charges Policy: <br />A. Statement of Need <br />The Parks Department offers diversified recreation services to its <br />citizens, recognizing governments' responsibility to provide public <br />recreation facilities and leisure opportunities. Due to the demand for <br />services, rapid increase in operation and capital costs, and the <br />limited amount of available tax revenues, it has become difficult to <br />maintain existing levels of service, much less provide new services. <br />Therefore, it is deemed necessary for Cabarrus County to develop a <br />sound and consistent fees and charges policy for Parks services that is <br />both fair and equitable. The underlying goals of such a policy must <br />remain to provide the broadest services to meet needs of the community, <br />and to assure equitable delivery of those services. <br />B. Department's Philosophy <br />The basic principle of Cabarrus County Parks Department is to offer the <br />most efficient and diversified recreation services to ensure all <br />citizens equal opportunities as follows: <br />1. To improve the quality of life for each individual through <br />recreation and leisure opportunities. <br />2. To provide and maintain parks and recreation facilities for use <br />by the general public. <br />3. To provide trained and qualified personnel for supervision and <br />instructions in recreation programs and activities and facility <br />maintenance. <br />4. To welcome public input into planning and evaluation of <br />recreation programs, activities, and facilities. <br />
