March 1, 2010 (Work Session) Page 1837 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, March 1, 2010 at 3:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Grace M. Mynatt <br />Coy C. Privette <br />Absent - Commissioner: Robert W. Carruth <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Call to Order <br />Chairman White called the meeting to order at 3:30 p.m. <br />Ant~roval of Agenda <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved the Agenda as presented. <br />Approval of Agenda Items <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the following items to be placed <br />on the March 15, 2010 Agenda as follows: <br />Consent Agenda <br />• Commerce - Rescind Soil Erosion and Sedimentation Ordinance (Chapter 57 <br />of the Cabarrus Code of Ordinances) <br />• Sheriff's Department - Proclamation Declaring April 11-17, 2010 as <br />"Public Safety Telecommunicator's Week" in Cabarrus County <br />• Tax Administration - Refund and Release Report - February 2010 <br />• Tax Department - Advertisement of 2009 Delinquent Taxes That Are Liens <br />on Real Property <br />Appointments <br />• Appointment <br />• Appointment <br />• Appointments <br />• Appointments <br />Authority <br />• Appointments <br />Nursing Home Community Advisory Committee (NHCAC) <br />Adult Care Home Community Advisory Committee <br />Criminal Justice Partnership Advisory Board <br />Industrial Facilities and Pollution Control Financing <br />Transportation Advisory Board <br />Reports <br />• Commerce - Harrisburg Area Plan Update Summary Report Documents <br />(October, November and December 2010) <br />• Request for Applications to County Boards/Committees <br />Transportation - North Carolina Department of Transportation - Public <br />Transportation Division (NCDOT) Section 5311 Grant for the Fiscal Year 2010- <br />2011 - Public Hearing - 6:30 P.M. <br />Randy Bass, Transportation Director, presented information related to <br />the North Carolina Department of Transportation, Public Transportation <br />Division (NCDOT-PTD) for funding provided by the Federal Transportation <br />Administration (FTA) Section 5311 Grant for Fiscal Year 2010-2011. He <br />reported that a public hearing needs to be scheduled for March 15, 2010 to <br />receive comments on the grant request totaling $401,020.00. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Poole and <br />unanimously carried, the Board voted to place the Public Transportation <br />Division (NCDOT-PTD) Section 5311 Grant for the Fiscal Year 2010-2011 on the <br />March 15, 2010 Agenda as a New Business item and scheduled a public hearing <br />for 6:30 p.m. <br />Emergency Management - Non-Renewal of Fire Protection Contract with the <br />Enochville Volunteer Fire Department <br />Steven Langer, Fire Mar-steal, presented the following information <br />related to terminating the contract with the Enochville Volunteer Fire <br />
