April 19, 2010 (Regular Meeting) <br />Page 1894 <br />WHEREAS, Article 2B of Chapter 136 of the North Carolina General <br />Statutes and the Governor of North Carolina have designated the <br />North Carolina Department of Transportation (NCDOT) as the agency <br />responsible for administering federal and state public <br />transportation funds; and <br />WHEREAS, the North Carolina Department of Transportation will <br />apply for a grant from the US Department of Transportation, <br />Federal Transit Administration and receives funds from the North <br />Carolina General Assembly to provide assistance for rural public <br />transportation projects; and <br />WHEREAS, the purpose of these transportation funds is to provide <br />grant monies to local agencies for the provision of rural public <br />transportation services consistent with the policy requirements <br />for planning, community and agency involvement, service design, <br />service alternatives, training and conference participation, <br />reporting and other requirements (drug and alcohol testing policy <br />and program, disadvantaged business enterprise program, and fully <br />allocated costs analysis); and <br />WHEREAS, Cabarrus County hereby assures and certifies that it <br />will comply with the federal and state statutes, regulations, <br />executive orders, Section 5333 (b) Warranty, and all <br />administrative requirements related to the applications made to <br />and grants received from the Federal Transit Administration, as <br />well as the provisions of Section 1001 of Title 18, U.S.C. <br />NOW, THEREFORE, be it resolved that the County Manager of the <br />Cabarrus County Board of Commissioners is hereby authorized to <br />submit a grant application for federal and state funding, provide <br />the required local match, make the necessary assurances and <br />certifications and be empowered to enter into an agreement, with <br />the NCDOT to provide rural public transportation services. <br />(G-2) EDC - Economic Development Grant Request - Celgard LLC, A Polypore <br />Company and Public Hearing - 6:30 P.M. <br />John Cox, of the Cabarrus Economic Development Corporation (EDC}, <br />presented the following information regarding a request for an economic <br />development grant for Celgard, LLC: <br />It is a privilege for me to stand before you tonight as the <br />President and CEO of the Cabarrus Regional Chamber and Cabarrus <br />Economic Development group asking for you to support the creation <br />of jobs here in Cabarrus County. <br />This Board has a record of supporting existing, expanding and new <br />businesses in Cabarrus County. In fact, if the Celgard <br />incentives pass tonight, the Board of Commissioners, since 2004, <br />will have increased capital investment in Cabarrus County-just <br />through the incentive process alone-by nearly $400,000,000.00 <br />million dollars. What that means is that you will have realized <br />nearly $400,000,000.00 million dollars in new taxable inventory- <br />taxable inventory that you would not have had otherwise. That <br />taxable investment paid for by companies helps keep the taxes on <br />our homes and property lower than they would be without them. <br />In just the last six years you will have recruited new <br />industries and will have supported existing industries which <br />collectively have annual payrolls in excess of $180,000,000.00 <br />million dollars. Those businesses, large and small alike, today <br />employ more than 2,200 people-people that you have put to work in <br />jobs that you have helped create. You have a record in creating <br />jobs and supporting business. <br />In addition to the thousands of jobs created and the hundreds of <br />millions of dollars of new investment the County has realized, <br />your Industrial Grant Policy has worked effectively to protect <br />the citizens of Cabarrus County. The fact is that while you have <br />returned a portion of taxes paid by these new and expanding <br />companies for a restricted period to time, Cabarrus County's <br />treasury has seen a net revenue increase of more than $1.8 <br />million dollars over and above the value of the grants. And of <br />course, when the Grants expire then those companies pay 100% of <br />taxes owed, while employing thousands of our fellow citizens, and <br />
