Statutes and the Governor of North Carolina have designated the
North Carolina Department of Transportation (NCDOT) as the agency
responsible for administering federal and state public
transportation funds; and
WHEREAS, the North Carolina Department of Transportation will
apply for a grant from the US Department of Transportation,
Federal Transit Administration and receives funds from the North
Carolina General Assembly to provide assistance for rural public
transportation projects; and
WHEREAS, the purpose of these transportation funds is to provide
grant monies to local agencies for the provision of rural public
transportation services consistent with the policy requirements
for planning, community and agency involvement, service design,
service alternatives, training and conference participation,
reporting and other requirements (drug and alcohol testing policy
and program, disadvantaged business enterprise program, and fully
allocated costs analysis); and
WHEREAS, Cabarrus County hereby assures and certifies that it
well as the provisions of Section 1001 of Title 18, U.S.C.
NOW, THEREFORE, be it resolved that the County Manager of the
Cabarrus County Board of Commissioners is hereby authorized to
submit a grant application for federal and state funding, provide
the required local match, make the necessary assurances and
certifications and be empowered to enter into an agreement, with
(G-2) EDC - Economic Development Grant Request - Celgard LLC, A Polypore
Company and Public Hearing - 6:30 P.M.
John Cox, of the Cabarrus Economic Development Corporation (EDC},
presented the following information regarding a request for an economic
development grant for Celgard, LLC:
It is a privilege for me to stand before you tonight as the
President and CEO of the Cabarrus Regional Chamber and Cabarrus
Economic Development group asking for you to support the creation
of jobs here in Cabarrus County.
This Board has a record of supporting existing, expanding and new
businesses in Cabarrus County. In fact, if the Celgard
incentives pass tonight, the Board of Commissioners, since 2004,
will have increased capital investment in Cabarrus County-just
through the incentive process alone-by nearly $400,000,000.00
million dollars. What that means is that you will have realized
nearly $400,000,000.00 million dollars in new taxable inventory-
taxable inventory that you would not have had otherwise. That
taxable investment paid for by companies helps keep the taxes on
our homes and property lower than they would be without them.
In just the last six years you will have recruited new
industries and will have supported existing industries which
collectively have annual payrolls in excess of $180,000,000.00
million dollars. Those businesses, large and small alike, today
employ more than 2,200 people-people that you have put to work in
jobs that you have helped create. You have a record in creating
jobs and supporting business.
In addition to the thousands of jobs created and the hundreds of
millions of dollars of new investment the County has realized,
your Industrial Grant Policy has worked effectively to protect
the citizens of Cabarrus County. The fact is that while you have
returned a portion of taxes paid by these new and expanding
companies for a restricted period to time, Cabarrus County's
treasury has seen a net revenue increase of more than $1.8
million dollars over and above the value of the grants. And of
course, when the Grants expire then those companies pay 100% of
taxes owed, while employing thousands of our fellow citizens, and
