<br />Ric Starnes, resident of 47 Spring Street S.W. in Concord, suggested
<br />the Celgard incentive grant be tabled until the agreement is finalized. He
<br />expressed strong opposition to Celgard receiving $350,000.00 cash from the
<br />County and urged the Board to reconsider the agreement.
<br />Carl Tyson, III, resident of 5114 Daffodil Lane in Concord, stated he
<br />opposes the incentive agreement as it stands. He advised there are too many
<br />holes and questions yet to be resolved for the agreement to be approved at
<br />this time. He urged the Board to wait until the final agreement is available
<br />before approving the grant.
<br />Darrell Bost, resident of 1205 Debbie Street in Kannapolis, stated he
<br />opposes the incentive agreement because many of the jobs created goes to non-
<br />county residents. He advised the Board of Commissioners should run the
<br />county and not the Economic Development Corporation (EDC).
<br />Wayne King, resident of 789 Courtney Street in Concord, expressed
<br />support for the incentive agreement. He stated in order to stay on a level
<br />playing field the Board needs to approve incentives to bring jobs to the
<br />county.
<br />Vern Swanson, resident of 4798 Turnridge Court in Concord, expressed
<br />support for the incentive agreement. He stated, for the agreement to have
<br />gotten to this level, it must be a solid deal and would likely be good for
<br />the county.
<br />Gary Walker, resident of 2445 Christenbury Hall Drive in Concord,
<br />stated he is representing the Nolim Group and supports the incentive grant
<br />for Celgard. He thanked the Board for their support, stating incentives
<br />create jobs and help keep Cabarrus County competitive in the market place.
<br />Richard Polen, resident of 1122 Setter Lane S.E. in Concord, expressed
<br />support of the incentive agreement. He advised the jobs this grant will
<br />create are important to the county with the high level of unemployment. He
<br />urged the Board to approve the agreement.
<br />Richard Callahan, resident of 1675 West Ridge Road in Salisbury, spoke
<br />in support of the incentive agreement. He advised the focus should be on
<br />jobs and urged the Board to approve the grant.
<br />Jack Fahy, resident of 1463 St. Annes Court in Concord, spoke in
<br />support of the incentive agreement. He thanked the Board for supporting
<br />small and large businesses and urged the Board to do whatever it has to in
<br />order to bring jobs to Cabarrus County.
<br />With there being no one else to address the Board, Chairman White
<br />closed the public hearing.

<br />Mr. Koch responded to additional questions from the Board related to
<br />Celgard's rejection of the clawback provision linking the county grant
<br />requirements to the State and Federal requirements. A discussion ensued
<br />between the Board and Mr. Cox. Board members read aloud various clawback
<br />provisions of the proposed agreement. Discussion continued and it was noted
<br />that the County's agenda and supporting documents are posted on the County's
