Commissioner Carruth seconded the motion, stating it <br />would be wise to investigate alternatives. <br />John Day, County Manager, reported he received a revised offer late <br />this afternoon from a previous potential seller. <br />Chairman White suggested the Board table this item until June 7th with <br />May 31St the deadline to get final information regarding alternate locations <br />for County departments. <br />The MOTION unanimously carried. <br />(G-5) Parks - Request to Convert Ownership and Maintenance of the Pharr Mill <br />Road Park to the Town of Harrisburg <br />Michele Reapsmith, Harrisburg Town Administrator and Josh Watkins, <br />Planning Director, presented a request to convert ownership and maintenance <br />of the Pharr Mill Road Park to the Town of Harrisburg. Ms. Reapsmith <br />reported the Town of Harrisburg would like to include the park as part of <br />their growth and annexation program; Harrisburg has started its parks and <br />recreation program; this acquisition will give the town its first sedentary <br />park; and Harrisburg is willing and able to finance maintenance of the park. <br />After a brief discussion, Commissioner Privette MOVED to authorize the <br />transfer of ownership and maintenance of Pharr Mill Road Park via a lease or <br />deed, to be determined in accordance with requirements of the original <br />conveyance to the County and applicable grant provisions. <br />Commissioner Mynatt asked if there has been public opposition from the <br />adjacent subdivision to be annexed by the Town of Harrisburg. Ms. Reapsmith <br />responded the majority of the residents in the Canterfield subdivision have <br />expressed interest in the annexation. <br />Commissioner Carruth seconded the motion and the MOTION carried <br />unanimously. <br />(G-6) County Manager - Creation of Food Policy Council <br />John Day, County Manager, reported the Board of Commissioners has <br />previously established a sustainable community initiative as a step in <br />realizing its vision and achieving its goals; one element of the sustainable <br />community initiative is the creation of a food policy council (FPC) to <br />identify and strengthen the connections between food, health, natural <br />resource protection, economic development and the agricultural community; and <br />the FPC is charged with performing research, educating the community, <br />developing strategies and making policy recommendations that will encourage <br />the development of a robust, sustainable local food economy and a healthier <br />population. He advised one of the first charges of the FPC will be to <br />oversee community food assessment, announced the information is posted on the <br />County website and following approval, a media blitz will commence to <br />generate interest in order to obtain applications to be considered at the May <br />meeting. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Poole and <br />unanimously carried, the Board adopted the following resolution creating the <br />Cabarrus County Food Policy Council: <br />Resolution No. 2010-12 <br />Resolution Establishing the Cabarrus County Food Policy Council <br />and Approval of the Council's Written Guidelines <br />Whereas, the Cabarrus County Board of Commissioners (BOC) has a vision of <br />Cabarrus as a county in which our children learn, our citizens participate, <br />our dreams matter, our families and neighbors thrive, and our community <br />prospers; and <br />Whereas, the Board of Commissioners established a goal in 2007 to preserve <br />and enhance the quality of life by addressing growth; and <br />Whereas, the Board has previously established a sustainable community <br />initiative as a step in realizing its vision and achieving its goals; and <br />Whereas, one element of the sustainable community initiative is the creation <br />of a food policy council (FPC) to identify and strengthen the connections <br />
