May 17, 2010 (Regular Meeting) Page 1910 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, May 17, 2010, at 6:30 p.m. Present - Chairman: H. Jay White, Sr. Vice Chairman: Elizabeth Poole Commissioners: Robert W. Carruth Grace Mynatt Absent - Commissioner: Coy C. Privette Also present were John D. Day, County Manager; Richard M. Koch, County Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County Manager and Kay Honeycutt, Clerk to the Board. Chairman White called the meeting to order at 6:31 p.m. The Northwest Cabarrus High School Air Force JROTC conducted the Flag Ceremony. The participants were: Cadet Master Sergeant Conner Holcomb, Cadet Master Sergeant Anthony Orefice, Cadet Technical Sergeant Evan Holub and Cadet Senior Master Sergeant Zachary Robinson. Reverend Chuck Halipilias from Jackson Park United Methodist Church in Kannapolis delivered the invocation. Commissioner Privette was out of town. (A) APPROVAL OR CORRECTION OF MINUTES UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt and unanimously carried, the Board approved the minutes of April 5, 2010 (Work Session) and April 19, 2010.(Regular Meeting) as written. (B) APPROVAL OF THE AGENDA Chairman White reviewed the following changes to the agenda: Addition - Old Business: (E -1) BOC - Request for Clarification on Section 3.2 of the Incentive Grant Agreement for Celgard, LLC / Richard M. Koch, County Attorney Addition - Consent Agenda: (F -6) Proclamation Proclaiming May 23, 2010 as Gilmore Chapel A.M.E. Zion Church Centennial Anniversary Day in Cabarrus County Supplemental Information: (H -1) Appointments to the Food Policy Council - Additional Applications Received After Agenda Distribution UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth and unanimously carried, the Board approved the Agenda as amended. (C) RECOGNITIONS AND PRESENTATIONS (C -1) Cooperative Extension - Presentation and Acceptance of the N.C. State University Local Government Engagement Partnership Award Dr. Patricia Sobrero, Associate Vice Chancellor for Extension, Engagement, and Economic Development, N.C. State University, presented the N.C. State University Local Government Engagement Partnership Award to the Board. She stated the Office of Extension, Engagement and Economic Development at N.C. State University presents the Government Partnership Award to the best local governmental entity that partners with N.C. State that models mutually beneficial relationships that are the hallmark of a truly engaged University. Commissioner Mynatt accepted the award on behalf of the Board. She stated this is a wonderful example of partnership and preservation of rural areas and recognized the Cooperative Extension Director and the County Manager for their efforts.
