May 17, 2010 (Regular Meeting) <br />Page 1910 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, May 17, 2010, at <br />6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth Poole <br />Commissioners: Robert W. Carruth <br />Grace Mynatt <br />Absent - Commissioner: Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman White called the meeting to order at 6:31 p.m. <br />The Northwest Cabarrus High School Air Force JROTC conducted the Flag <br />Ceremony. The participants were: Cadet Master Sergeant Conner Holcomb, <br />Cadet Master Sergeant Anthony Orefice, Cadet Technical Sergeant Evan Holub <br />and Cadet Senior Master Sergeant Zachary Robinson. <br />Reverend Chuck Halipilias from Jackson Park United Methodist Church in <br />Kannapolis delivered the invocation. <br />Commissioner Privette was out of town. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the minutes of April 5, 2010 <br />(Work Session) and April 19, 2010.(Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the agenda: <br />Addition - Old Business: <br />(E -1) BOC - Request for Clarification on Section 3.2 of the Incentive Grant <br />Agreement for Celgard, LLC / Richard M. Koch, County Attorney <br />Addition - Consent Agenda: <br />(F -6) Proclamation Proclaiming May 23, 2010 as Gilmore Chapel A.M.E. Zion <br />Church Centennial Anniversary Day in Cabarrus County <br />Supplemental Information: <br />(H -1) Appointments to the Food Policy Council - Additional Applications <br />Received After Agenda Distribution <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Cooperative Extension - Presentation and Acceptance of the N.C. State <br />University Local Government Engagement Partnership Award <br />Dr. Patricia Sobrero, Associate Vice Chancellor for Extension, <br />Engagement, and Economic Development, N.C. State University, presented the <br />N.C. State University Local Government Engagement Partnership Award to the <br />Board. She stated the Office of Extension, Engagement and Economic <br />Development at N.C. State University presents the Government Partnership <br />Award to the best local governmental entity that partners with N.C. State <br />that models mutually beneficial relationships that are the hallmark of a <br />truly engaged University. <br />Commissioner Mynatt accepted the award on behalf of the Board. She <br />stated this is a wonderful example of partnership and preservation of rural <br />areas and recognized the Cooperative Extension Director and the County <br />Manager for their efforts. <br />
