June 21, 2010 (Regular Meeting) <br />Pa ge I <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, June 21, 2010, at <br />6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Robert W. Carruth <br />Grace M. Mynatt <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman White called the meeting to order at 6:30 p.m. <br />Cub Scout Pack 888 from Forest Hill United Methodist Church in Concord <br />conducted the Flag Ceremony. Scouts participating in the ceremony were: <br />Jake Hames, Wesley Hames and Alex Gaines. <br />Deputy Bernie Loos of the Cabarrus County Sheriff's Department <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the minutes of May 3, 2010 (Work <br />Session), May 17, 2010 (Regular Meeting), May 25, 2010 (Recessed Meeting) and <br />May 26, 2010 (Recessed Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the agenda: <br />Addition - Closed Session: <br />(L -1) Closed Session - To Discuss Matters Related To the Location or <br />Expansion of Business /Industries, Including Agreement on a List of <br />Economic Incentives That May Be Offered During Negotiations / Richard <br />M. Koch, County Attorney <br />Supplemental Information: <br />(G -4) Potential Locations of the New County Office Space for the Following <br />County Departments - Board of Elections, Transportation, Veterans <br />Services, Parks Administration and EMS Administration <br />• Purchase Proposal (The Old Creamery) - Harris Morrison Co. LLC <br />• June 15, 2010 Email from Jeff Carpenter <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />None. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:34 <br />p.m. He stated each speaker would be limited to three minutes. <br />Jeff Daniels, resident of 2875 Eagle View Place in Concord, read the <br />following statement: <br />Dear Mr. Chairman and fellow Commissioners: <br />I stand here not just as the owner of Bella who was unlawfully <br />shot and killed a few short weeks ago. I stand before you as a <br />concerned Cabarrus County citizen, taxpayer and voter. When I <br />left to take my family out to dinner that fateful night on April <br />29 I returned to the shock and horror of learning that our <br />beloved Bella had been killed. While we are sorry that Bella and <br />Jackson managed to escape our yard, it was not uncommon for us to <br />let them out into the yard and in the four years we have had <br />
