She reported property owners in a local <br />historic district would be required to obtain a Certificate of <br />Appropriateness before making significant changes to property, including tree <br />trimming; there is no tax credit benefit to property owners in a local <br />historic district; and the Concord Historic Preservation Commission will meet <br />on July 15 to review comments received on the proposed district. She also <br />reviewed a map of the proposed area and responded to a variety of questions <br />from the Board. A general discussion ensued, including why the library <br />included was in the district. Several Board members expressed their desire <br />to have both county properties removed from the district. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board voted to suspend its Rules of Procedure in <br />order to take action on the proposed Local Historic Overlay District for <br />downtown Concord. <br />Commissioner Carruth MOVED to authorize staff to write a position <br />letter stating that the Cabarrus County Board of Commissioners only supports <br />the inclusion of Cabarrus County properties in the proposed local district <br />(or in any expansion of the proposed local district in the future) that would <br />be considered "contributing structures" and to aut= horize staff to attend said <br />meeting and present this position letter for the meeting record. Vice <br />Chairman Poole seconded the motion. <br />A brief discussion ensued regarding the wording of the motion. <br />Chairman White restated the motion to include "contributing objects" <br />with "contributing structures ". <br />After a discussion on the nonworking water fountain at the Historic <br />Courthouse, the MOTION unanimously carried. <br />Commerce - Update on TIP P -5208 (Rail Double Tracking) <br />Jonathan Marshall, Commerce Director, presented a detailed update on <br />the TIP P -5208 Rail Double Tracking project in Harrisburg. He advised the <br />project will improve safety and tracks to support future high speed passenger <br />service. During the presentation, Mr. Marshall reviewed several maps and <br />responded to questions from the Board. <br />Commissioner Privette left the meeting at 5:55 p.m. and was not present <br />for the remainder of the meeting. <br />No action was taken. <br />County Manager - Pharr Mill Park - Voluntary Annexation Into the Town of <br />Harrisburg <br />Mike Downs, Deputy County Manager, reported the Board approved the <br />transfer of the Pharr Mill Park property to the Town of Harrisburg for <br />operation /maintenance as a town park at their May 17, 2010 regular meeting. <br />Because grant funds were used to develop the park, he reported the County can <br />only lease the property to the Town and the County Attorney is preparing a <br />twenty -five (25) year lease with an additional twenty -five (25) year option. <br />He also reported Harrisburg has asked the County to petition the Town to <br />voluntarily annex the Park since they will be maintaining it and plan to call <br />it a "town" park. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the Pharr Mill Park - <br />Voluntary Annexation into the Town of Harrisburg on the July 19, 2010 Agenda <br />as a Consent item. <br />County Manager - Donation of 38.96 +/- Acres to the Town of Harrisburg for <br />the Exclusive Use of a Park / Greenway <br />Mike Downs, Deputy County Manager, requested the donation of 38.96 +/- <br />acres to the Town of Harrisburg for the exclusive use of a park /greenway. He <br />reported the property was originally donated to the County by the developer <br />of the Canterfield Subdivision for use as a greenway in the future. <br />Utilizing a map, he identified the subject parcels and advised that the Town <br />will be responsible for acquiring the remaining parcels and for the <br />development of the greenway. If the Board agrees to transfer the property to <br />the Town in lieu of a lease, he advised that the voluntary annexation process <br />would not be needed. Mr. Downs also responded to questions from the Board. <br />
