August 16, 2010 (Regular Meeting) <br />Page 74 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, August 16, 2010, at <br />6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Robert W. Carruth <br />Grace M. Mynatt <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman White called the meeting to order at 6:31 p.m. <br />Girl Scout Cadette Troop 255 from Mt. Olivet Methodist Church conducted <br />the Flag Ceremony. Scouts participating in the ceremony were: Gabriella <br />Agnello, Mabel Yancy, Kayla Magee and Amanda Habrack. <br />Eugene Oldham, Music Director from Grace Church of Harrisburg delivered <br />the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the minutes of July 6, 2010 (Work <br />Session) and July 19, 2010 (Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White noted the addition of a New Business item, (G -4), <br />Community Animal Adoption Program and Expansion of the Animal Protection and <br />Preservation Advisory Committee. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Arena - Presentation of Autocrratphed Vollevball from Team U.S.A. and <br />Year End Update <br />Frank Lapsley, Arena General Manager, presented a video created by Pam <br />Sossamon, Sales and Marketing Manager, highlighting the various events held <br />this year at the Cabarrus Arena & Events Center. He also reported on <br />upcoming events to be held at the Arena. <br />Ms. Sossamon presented an autographed volleyball from Team U.S.A. to <br />the Board. On behalf of the Board, Chairman White accepted the volleyball <br />stating he attended the event, was impressed and heard positive feedback from <br />the public. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:41 <br />p.m. He stated each speaker would be limited to three minutes. <br />Bobbi Parke, resident of 175 Farmer Street in Concord, stated she was <br />pleased by Commissioner Carruth's report regarding animal welfare at the <br />August work session, but said it is a shame it took such a tragedy along with <br />a huge public outcry for action to be taken. After reviewing comments made <br />by Board members at the work session, she expressed concern with the <br />viewpoint on gas chamber euthanasia of a former member of the APPAC (Animal <br />Protection & Preservation Advisory Committee); reported the Sheriff's <br />representative on the APPAC does not believe the concept of an adoption <br />coordinator will work; asked if personality or ability screenings are <br />conducted when animal control officers are hired; and, reported the Sheriff <br />does not believe there is a problem with Animal Control. She noted that EBI <br />(euthanasia by injection) is cheaper, safer and more humane. Finally, she <br />stated that euthanizing kittens, which are highly adoptable animals, is <br />illegal. <br />Robert Bartlett, resident of 140 Greenbrier Creek Place in Salisbury, <br />announced he believes in "life" and spends a lot of time and money in <br />
