September 20, 2010 (Regular Meeting) Page 108 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, September 20, 2010, <br />at 6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Robert W. Carruth <br />Grace M. Mynatt <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager and Kay Honeycutt, Clerk to the <br />Board. <br />Chairman White called the meeting to order at 6:30 p.m. <br />A Moment of Silence was observed in remembrance of Pvt. James Fleet <br />McClamrock who died on September 7th of wounds suffered in a shooting incident <br />while supporting Operation New Dawn in Iraq; in remembrance of all service <br />men and women who died in service to our nation in wartime to preserve <br />freedom; and in remembrance of Valerie Hamilton, deceased daughter of Concord <br />Police Chief Merl Hamilton. <br />Air Force JROTC from Central Cabarrus High School conducted the Flag <br />Ceremony. Students participating in the ceremony were: Cadet Senior Airman <br />Jesse Garza, Cadet Captain Marie Caceres, Cadet Major Cole Garde and Cadet <br />Senior Airman Jesse LaPrad. <br />Pastor Donna Wise from Impact Church International of Concord delivered <br />the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the minutes of August 2, 2010 <br />(Work Session) and August 16, 2010 (Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White advised that an application for Jeff Daniels was <br />provided as supplemental information for Item (H -1) Appointments - Animal <br />Protection and Preservation Advisory Committee (APPAC). <br />Commissioner Mynatt asked that a request for additional funding for the <br />EDC (Economic Development Corporation) be added to the New Business agenda as <br />Item G -4. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) BOC - Recognition of Carolyn Carpenter for Her Years of Service on the <br />Public Health Authority of Cabarrus County <br />On behalf of the Board, Commissioner Privette presented Carolyn <br />Carpenter with a plaque in recognition of her many years of service on the <br />Public Health Authority of Cabarrus County. <br />Ms. Carpenter accepted the plaque and asked the Board to remember the <br />school nurse program during budget discussions, stating it is one of the most <br />important programs across the state. <br />(C -2) BOC - Recognition of Former Cabarrus County Planning Commission <br />Members for Service <br />On behalf of the Board, Commissioner Carruth presented Ian Prince with <br />a plaque in recognition of his years of service to the Cabarrus County <br />Planning and Zoning Commission. He stated Mr. Prince was a valuable member <br />of the Commission during a time when many changes occurred in the County. <br />Mr. Prince accepted the plaque. <br />(D) INFORMAL PUBLIC COMMENTS <br />
