September 20, 2010 (Regular Meeting) Page 137 Kelly Sifford, Community Development Manager, explained the CDBG program is a Scattered Site Housing Rehabilitation Program that is available to people in the unincorporated areas and small cities and towns in Cabarrus County. The Cities of Concord and Kannapolis are entitlement cities and are therefore excluded from the County's program. She advised these funds are used to rehabilitate homes by bringing them up to code for low to moderate income families. She also advised that applicants are qualified through extensive title searches, income verifications and other measures. Chairman White opened the public hearing at 7:21 p.m. The Public Hearing Notice was published on September 8 and 10, 2010 in THE INDEPENDENT TRIBUNE. The Public Hearing Notice was also posted on the County's website ( www.cabarrus county. us ) on September 8, 2010 in accordance with Article 2, Administration, Section 2.1 (Use of Electronic Means to Provide Public Notices) of the Cabarrus County Code of Ordinances. There was no one present to address the Board; therefore, Chairman White closed the public hearing. The project authorized is the Community Development project described in the work statement contained in the grant agreement between this unit and the Department of Commerce. The project is more familiarly known as the 2010 -2011 CDBG Scattered Site Housing Rehabilitation Grant. Section 2. The officers of this unit are hereby directed to proceed with the grant project within the terms of the grant document(s), the rules and regulations of the NC Department of Commerce and the budget contained herein. Section 3. The following revenues are anticipated to be available to complete this project. CDBG Scattered Site Housing Rehabilitation Grant ............ $7,000 Section 4. The following amounts are appropriated for the project: Planning................. * .......... .........................$7,000 Section 5. The Finance Officer is hereby directed to maintain within the Grant Project Fund sufficient detailed accounting records to provide the accounting to the grantor agency required by the grant agreement(s) and the federal and state regulations. Section 6. Requests for funds should be made to the grantor agency in an orderly and timely manner as funds are obligated and expenses incurred. Section 7. The Finance Officer is directed to report monthly in the financial reports the status of each project element in Section 4 and on the total revenues received or claimed. Section 8. The Budget Officer is directed to include a detailed analysis of past and future costs and revenues on this grant project in every budget submission made to this Board.
