October 18, 2010 (Regular Meeting) Page 179 <br />(G -3) EDC - Economic Development Public Investor Agreement, Program Update <br />and Budget Amendment - $50,000.00 <br />Chairman White advised the EDC (Economic Development Corporation) and <br />Cabarrus County negotiated terms for the Economic Development Public Investor <br />Agreement at a meeting held on September 21S He stated the Economic <br />Development Public Investor Agreement identifies the provision of certain <br />economic development related services for the period of November 1, 2010 - <br />June 30, 2011 in exchange for payment of (up to) $21,833.33 per month which <br />represents an additional $50,000.00 as requested by the EDC. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Economic Development Public <br />Investor Agreement between Cabarrus County and the Cabarrus Economic <br />Development Corporation for the period of November 1, 2010 - June 30, 2011 in <br />exchange for payment of (up to) $21,833.33 per month. During the presentation, Mr. Cox, Mr. McDaniels and Ms. <br />Wilson responded to a variety of questions from the Board. <br />(G -4) FPC - Food Policy Council Update, Local Food Purchasing Policy and 10 <br />Percent Campaign <br />Patricia Cramer, Food Policy Council Chairman, presented a brief review <br />of accomplishments of the Food Policy Council since its inception. She <br />stated the Cabarrus County Community Food Assessment for Phase 1, which is an <br />overview of the agricultural products in the County, has been completed and <br />Phase 2, which is a qualitative analysis characterizing how food gets from <br />farm to market in Cabarrus County, is underway and should be available in <br />June 2011. She requested the Board adopt the Local Food Purchasing Policy <br />requiring Cabarrus County government employees to locally source at least 10 <br />percent of all food served at county catered events and small department - <br />sponsored meetings from food producers within North Carolina. Ms. Cramer <br />also responded to questions from the Board. <br />Debbie Bost, Cooperative Extension Director, presented information <br />related to the North Carolina Farm to Fork 10 Percent Local Food Campaign <br />which was launched in July and is a collaborative program between the Center <br />for Environmental Farming Systems, the North Carolina Cooperative Extension <br />and N.C. State University. The program encourages participants to spend 10 <br />percent of their existing food dollars to support North Carolina food <br />producers, businesses and communities. The program also tracks those <br />expenditures. She showed the viewing audience how to sign up for the 10 <br />Percent Campaign electronically and responded to questions from the Board. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board adopted the Local Food Purchasing Policy <br />and encouraged citizens to participate in the North Carolina Farm to Fork 10 <br />Percent Local Food Campaign. <br />(G -5) Resolutions Designating Cabarrus County as a Recovery Zone for <br />Recovery Zone Bond Purposes and Requesting Reallocation of Recovery Zone Bond <br />Authority to Cabarrus County <br />John Day, County Manager, commented on the issuance of recovery zone <br />bonds as part of the American Recovery and Reinvestment Act (ARRA) and the <br />related resolutions designating the County as a recovery zone and approval of <br />a reallocation request. He advised that a private company may be interested <br />in taking advantage of these bonds which have to be issued by year end. He <br />further advised there is no financial obligation for the County and responded <br />to questions from the Board. <br />
