The Board is also requesting a <br />residency exception for Beverly Jordan. She currently resides in Charlotte. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board appointed Ray Soporowski to the Cabarrus <br />County Tourism Authority to fill seat No. 10 (Tourism Activist) as <br />recommended by the Tourism Authority for a term ending June 30, 2011, <br />including an exception to the `residency" provision of the Appointment Policy <br />and appointed Beverly Jordon to the Cabarrus County Tourism Authority to fill <br />seat No. 11 (At- large) as recommended by the Tourism Authority for a term <br />ending June 30, 2012, including an exception to the "residency" provision of <br />the Appointment Policy. <br />(I) REPORTS <br />(I -1) Library - Annual State Report <br />The Board received the Library Annual State Report as part of the <br />Agenda. No action was required of the Board. <br />(I -2) Request for Applications for County Boards /Committees <br />Chairman White urged citizens to consider serving on a County board or <br />committee. He asked interested individuals to contact the Clerk at 704 -920- <br />2100 or to go to the County's website at <br />www. cabarruscounty. us/ commissioners /boardsandcommittees and view information <br />on the various County boards and committees. <br />Applications are being accepted for the following County <br />Boards /Committees: <br />• Adult Care Home Community Advisory Committee <br />• Animal Protection and Preservation Advisory Committee <br />• Cabarrus Planning and Zoning Commission (Kannapolis Zoning Area) <br />• Concord Planning and Zoning Commission (ETJ) <br />• Council for a Sustainable Local Economy <br />• Industrial Facilities and Pollution Control Financing Authority <br />• Nursing Home Community Advisory Committee <br />(I -3) Update - Animal Protection and Preservation Advisory Committee <br />Commissioner Carruth presented the following information discussed at <br />the Animal Protection and Preservation Advisory Committee's October 4th <br />meeting: <br />APPAC Meeting Summary <br />October 4, 2010 <br />1. Draft resolution was distributed, asked members to review. Discussed the <br />timeframe and % save rate. Consensus among the group was we should be <br />able to achieve a 90% save rate in 2 years. The final resolution will be <br />available to consider at our November work session. <br />2. Over the last three months, the ER at Animal Control has been under 60 %. <br />Lt. Taylor will be able to provide the report to us on a monthly basis. <br />3. Discussed short & long term solutions for program. Short term, Ann Cannon <br />has taken the lead and enlisted several folks to work with the HS and <br />Animal Control to take and publish pictures of all animals at the shelter, <br />to facilitate adoptions. This will be the norm until a new long term <br />arrangement is worked out. <br />4. Long term discussion revolved around several options for a go- forward <br />organization.
