November 1, 2010 (Work Session) <br />Page 192 <br />WHEREAS, "No Kill" is defined as guaranteeing the adoption of healthy and <br />treatable, lost and homeless, dogs and cats, reduction of feral cat <br />populations through TNR programs, leaving that euthanasia only occurs for <br />dogs and cats that are too sick to be treated or too aggressive to be <br />suitable for adoption; <br />WHEREAS, several elements of a "No Kill" Shelter program already exist within <br />our various private community rescue organizations; and, <br />WHEREAS, it appears that implementation of the remaining elements needed for <br />Cabarrus County to become a "No Kill Community," and guarantee that every dog <br />or cat has an opportunity for re- adoption could be done with a minimal amount <br />of public resources and efforts; <br />The Cabarrus Board of Commissioners resolves and directs the following <br />actions be initiated immediately: <br />a) General: <br />1. The attached Guidelines and Standards will be used to guide the <br />community adoption program. <br />2. The save rate for the county shelter will be at 90% by December 31, <br />2012. <br />b) Animal Control will: <br />1. On a monthly basis, provide a shelter <br />Commissioners. This report will include: <br />(a) Total number of intakes. <br />(b) Number of Owner Surrenders. <br />(c) Total Number Euthanized. <br />(d) Total Number Euthanized due to <br />behavioral issues. <br />report to the Board of <br />severe health, safety, or <br />(e) Total Dogs /Cats removed from the shelter made available for <br />adoption by private rescue organizations or directly to the <br />community. <br />(f) List of rescue organizations receiving dogs /cats from the <br />shelter. <br />2. Take the necessary steps to allow any licensed animal rescue <br />organization in good standing with the NC Department of Agriculture to <br />receive dogs and /or cats that are taken into custody at the animal <br />shelter. <br />c) The Animal Protection & Preservation Advisory Committee will: <br />1. Meet at least monthly until a permanent program to facilitate the <br />adoption and re- homing of dogs and cats has been established. <br />2. Discuss and provide to the Board of Commissioners a formal <br />recommendation concerning whether the Cabarrus County Animal Shelter <br />(a) is outsourced to an independent organization, who will be <br />responsible for all aspects of a community wide rescue and adoption <br />program, or (b) will be operated as a county department, with a <br />position being created for shelter director. This recommendation <br />should be provided to the Board of Commissioners by its regularly <br />scheduled meeting in December 2010. <br />3. Review, and establish, using models such as the No -Kill Advocacy <br />Center or the Asilomar Accords, an evaluation matrix to include medical <br />and behavioral screening criteria that will be used to evaluate the <br />adoptability of all dogs and cats surrendered or relinquished to the <br />shelter. <br />4. Identify additional resources that may be needed to meet the <br />established preservation goals for the Cabarrus County Animal Shelter, <br />to include alternative sources of public revenue & grants, as well as <br />additional space needs for the organization. <br />Community Adoption Program <br />Cabarrus County <br />Guidelines and Standards <br />It is the intent of the Board of Commissioners to end the killing of <br />adoptable animals in the Cabarrus County Animal Shelter. In order to <br />
