November 15, 2010 (Regular Meeting) <br />Page 212 <br />$ 8,356,218 Construction Bid <br />$ 2,848,881 Furniture, medical equipment, information technology, <br />signage, artwork <br />$ 565,466 Professional fees (architect /engineering) <br />$ 2,500,000 Land acquisition (Dale Earnhardt Blvd @Highway 3 - <br />approx 2 miles from current site on Cannon Blvd) <br />$ 729,435 Project Contingency <br />$15,000,000 Total Budget <br />Description: The Cabarrus Health Alliance (CHA) is currently in <br />antiquated, inadequate rented space (part of a former K -Mart- <br />anchored shopping center) located about 2 miles from the proposed <br />site in downtown Kannapolis at the North Carolina Research Campus <br />(NCRC). As designed, this new three -story building will include <br />61,000 square feet of space. <br />Clearly a pressing need is for the CHA to find more permanent <br />functional space for its daily operations. More importantly, the <br />CHA needs to be located at the NCRC to be in a position to work <br />closely with the eight public and private universities on the <br />Campus. The CHA and NCRC universities will work extensively on <br />clinical trials related to chronic diseases which are <br />disproportionate among the indigent clients the CHA serves. The <br />vicious cycle of poverty and poor health has gone on too long <br />without appropriate research and study and this opportunity will <br />allow this health disparity issue to be addressed in an applied <br />research environment. In this case, proximity of the research <br />associations is critical. This unique connection between the <br />NCRC and the CHA will also create synergies in the treatment of <br />CHA patients with the research that is being done by other <br />organizations on the Campus. In summary; proximity to the NCRC is <br />important for both research and patient care purposes. <br />The location of the CHA to this site in downtown Kannapolis will <br />also create jobs and will have other positive economic impacts. <br />The CHA has annual salary expenditures of about $14.5 million for <br />its 214 employees. Those jobs bring desperately needed <br />disposable income to downtown Kannapolis to help support retail <br />and service sectors of the local economy. Upon completion of the <br />new building, the CHA will immediately add an additional 10 <br />employees to its dental program. Furthermore, for the next <br />several years, the CHA is planning to add an average of 10 jobs <br />per year as a direct result of the expanded space availability <br />the new building will create. Those jobs are not possible <br />without the new building. <br />The City will need to own this building for the duration of the <br />debt at which time it will be transferred to the CHA or the <br />County. CHA will be responsible for construction and all <br />maintenance and operating expenses during the life of the debt. <br />Status: The building and site design are completed. A <br />construction bid was awarded in FY 09. The contractor has agreed <br />to extend the bid amount through the end of FY 2010 to <br />accommodate the TIF/COPs funding. Two small tracts have already <br />been purchased. The remainder of the land acquisition is pending <br />funding approval. <br />Downtown Water System Replacement <br />Budget: $1,731,000 (amount to be funded by COPS - an additional <br />$446,000 in federal grants were awarded to the City to support <br />the project). <br />Description: This project is part of a comprehensive <br />infrastructure improvement plan in the downtown area of <br />Kannapolis. Streets included are Oak Avenue, West Ave., First <br />St., "A" St., "B" St, and Vance St. Includes the relocation of <br />public water into the streets and abandoning certain public lines <br />from under buildings in the downtown area. The project includes <br />reconnection of existing services and will provide needed fire <br />protection in the downtown fire district. When the checkerboard <br />water tower was removed for the NCRC construction, temporary fire <br />protection was put into place. This project replaces that <br />temporary fire protection system. <br />
