<br />County Planning and Zoning Commission on October 21, 2010.
<br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt
<br />and unanimously carried, the Board approved the Adequate Public Facilities
<br />Mitigation Agreement between Cabarrus County and Wayne Cline, acting as POA
<br />for Emily R. Cline, for the Olive Woods Subdivision project and authorized
<br />the County Manager to execute the Agreement on behalf of Cabarrus County,
<br />subject to review or revisions by the County Attorney.
<br />(F -4) Commerce - Selection of a Consultant for 2010 CDBG Scattered Site
<br />Housing Rehabilitation Program
<br />Cabarrus County will be receiving $400,000.00 for housing
<br />rehabilitation activities from the 2010 CDBG Scattered Site Housing Program
<br />from the NC Division of Community Assistance. Each cycle a grant
<br />administrator is selected to manage certain aspects of the grants such as
<br />environmental reviews, work write ups and construction inspections. A
<br />Request for Proposals was issued and staff is recommending Hobbs, Upchurch
<br />and Associates based on experience, pricing and references.
<br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt
<br />and unanimously carried, the Board selected Hobbs Upchurch and Associates as
<br />2010 CDBG Scattered Site Housing Rehabilitation Administrators and authorized
<br />the County Manager to execute a contract that has been reviewed by the County
<br />Attorney. The contract will be contingent upon receiving funding approval
<br />from the State.
<br />(F -5) Finance - Approval of Cabarrus County School Request for A.T. Allen
<br />Elementary School and Related Budget Amendment - $94,734.00
<br />On September 20, 2010 the Cabarrus County School Board approved a
<br />change request for additional work that will be performed at the A.T. Allen
<br />Elementary replacement school. The $177,614.00 of additional work will be
<br />funded through negative change orders with the general construction
<br />contractor, Matthews Construction, and through unused architecture funds of
<br />$94,734.00. A letter from Cabarrus County Schools requesting moving budgeted
<br />architect funds into the construction line and a list of additional projects
<br />has been included.
