November 16, 2010 (Ethics Training) Page 220 <br />The Board of Commissioners for the County of Cabarrus attended an <br />ethics education webinar in the Multipurpose Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Tuesday, November 16, 2010, <br />at 4:00 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth F. Poole <br />Commissioner: Robert W. Carruth <br />Absent - Commissioners: Grace M. Mynatt <br />Coy C. Privette <br />Also present were: Jessica Castrodale, Cabarrus Health Alliance; John <br />Parker, Parks Commission; Dollie Joiner, Parks Department Administrative <br />Assistant; Lewis Suther, Jeff Goforth, Ned Hudson, Jonathan Johnson, Tommy <br />Porter, Vickie Porter, Soil & Water Conservation District; and Daniel <br />McClellan and Dennis Testerman, Resource Conservation Specialists. <br />Kay Honeycutt, Clerk to the Board, was also in attendance. <br />Ethics Training for Local Officials <br />NCGS 160A -87 (a) (Session Law 2009 -403) requires the members of the <br />governing boards of all cities, counties, local boards of education, unified <br />governments, sanitary districts, and consolidated city- counties in North <br />Carolina to receive a minimum of two (2) hours of ethics education within 12 <br />months of each subsequent re- election or reappointment. <br />As a courtesy and educational opportunity, other governing boards and <br />county boards and staff were invited to participate in the interactive two - <br />hour ethics training webinar produced by the School of Government at the <br />University of North Carolina at Chapel Hill, a qualified source. The <br />training covered laws and principles that govern conflicts of interest and <br />ethical standards of conduct at the local government level. The webinar began <br />at 4 p.m. and ended at approximately 6:15 p.m. <br />Attendance verification forms for Chairman White, Vice Chairman Poole <br />and Commissioner Carruth are on file in the office of the Clerk in accordance <br />with N.C.G.S. 160A- 87(d). <br />Cle to e n <br />
