December 6, 2010 (Swearing -in Ceremony & Organizational Meeting) Page 221 <br />The Board of Commissioners for the County of Cabarrus met for an <br />Organizational Meeting in the Commissioners' Meeting Room at the Cabarrus <br />County Governmental Center in Concord, North Carolina on Monday, December 6, <br />2010, at 6:00 p.m. <br />Present - Chairman: <br />Commissioners: <br />H. Jay White, Sr. <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />Elizabeth F. Poole <br />Also present were John Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Reception for Elected Officials <br />Prior to the organizational meeting, a reception for incoming and <br />outgoing elected officials and a public swearing -in ceremony were held in the <br />Rotunda of the Governmental Center at 5:00 p.m. <br />Chairman White welcomed those in attendance and reported that Sheriff <br />Brad Riley was sworn -in earlier in the day. Further, he reported the food <br />provided for the reception is from local producers /processors and from local <br />businesses. He acknowledged culinary efforts of Executive Chef Chad Muller, <br />Cabarrus Arena & Events Center. <br />Administration of Oath to Office: Soil and Water Conservation District <br />Supervisors <br />The Honorable William G.
