The County Manager may enter into and execute change orders or <br />amendments to construction contracts in amounts less than $90,000 <br />when the appropriate annual budget or capital project ordinance <br />contains sufficient appropriated but unencumbered funds. <br />9. The County Manager may award and execute contracts which are not <br />required to be bid or which G.S. 143-131 allows to be let on <br />informal bids so long as the annual budget or appropriate capital <br />project ordinance contains sufficient appropriated but unencumbered <br />funds for such purposes. <br />10. The County Manager may execute contracts with outside agencies to <br />properly document budgeted appropriations to such agencies where <br />G.S. 153 A-298(b), 259, 499 and any similar statutes require such <br />contracts. <br />11. The County Manager may reject formal bids when deemed appropriate <br />and in the best interest of Cabarrus County pursuant to G.S. 193- <br />129(a). <br />12. The County Manager may reduce revenue projections consistent with <br />prevailing economic conditions, and also reduce expenditures <br />correspondingly. <br />Note: Changesare printed in red and underlined. <br />H_OC -_Di~osition of Former Bethel $ohool Property <br />Mike Downs, Deputy County Manager, reported the Board discussed the old <br />Bethel School property at the January 2009 Retreat. He stated staff is <br />looking for direction on how to proceed with the Old Bethel School property. <br />He addressed the following information: at its work session on February 9, <br />2008, the Board discussed two options; option one was to sell the property <br />outright; option two was to lease the property to the Town of Midland with <br />conditions; the Board delayed its decision until the Midland Town Council <br />discussed the options at its meeting on February 12, 2009; the project was <br />discussed again in August 2008; representatives of Midland submitted a <br />counter proposal of creating a non-profit entity to take ownership and <br />perform the needed fundraising to rehabilitate the buildings and property; <br />and all actions on this project were tabled at that time until further <br />discussion had taken place. He then reviewed the following memo provided to <br />the Board: <br />Date: February 2, 2009 <br />Ref: Disposition of Former Bethel School <br />The following information concerning the former Bethel School <br />located at 2240 Hwy 29-27 in Midland, NC is provided as requested <br />by the Board of Commissioner at their annual retreat on January <br />31, 2009. <br />Current Condition of the buildings and site: <br />Buildings - All buildings have been secured a number of times to <br />prevent vandalism and to protect the interior of the building <br />from weather related events. To date, our General Services <br />Department has spent $1,700.00 ($3,000/man hours) in securing the <br />building; boarding up windows and doors, locking doors, etc. <br />However, these. efforts have not kept the building from being <br />vandalized. Every building on the site has been broken into and <br />vandalized. Locks, external and internal doors, external and <br />internal windows, water fountains, walls, light fixtures, <br />plumbing fixtures etc. have all be damaged beyond repair. <br />Electrical panels have been stripped of all copper wiring and <br />then ripped off the walls. Plumbing fixtures have also been <br />stripped of any copper lines and in some cases the fixtures <br />themselves have been damaged. <br />Site - the entire site is in need of attention. Fencing has been <br />removed by the school system for use in other locations. <br />Bleachers have been promised to some local non-profit <br />organizations for use at their locations. Ball field lights have <br />been removed because of potential safety problems. Grass has <br />been cut periodically to keep the property in some type of order <br />but the site is not safe to walk in some areas. Broken glass, <br />nails, etc. create potential hazards to those entering the <br />property to maintain it as well as those who enter the property <br />illegally. The: onsite wastewater system has been abandoned as <br />well. <br />
