February 16, 2009 (Regular Meeting) Page 1237 <br />WHEREAS, the Allen Volunteer Fire Department is an integral part of the <br />overall emergency services program for Cabarrus County by providing emergency <br />service response to the Allen Fire District and other parts of Cabarrus <br />County through automatic and mutual aid responses, and <br />WHEREAS, the Allen Volunteer Fire Department has also served our community <br />locally and state-wide in their support and active participation in the <br />County Fire Association and the Cabarrus County Burned Children's Fund, and <br />WHEREAS, the Allen Volunteer Fire Department is celebrating 50 years of <br />service to Cabarrus County citizens in March 2009, <br />NOW THEREFORE, BE IT RESOLVED, that the Cabarrus County Board of <br />Commissioners recognizes the Allen Volunteer Fire Department for their 50 <br />years of fire and emergency service provision to the citizens of Cabarrus <br />County and offers our congratulations and sincere appreciation to the Allen <br />Volunteer Fire Department for their dedicated service to Cabarrus County. <br />/s/ H. Jay White, Sr., Chairman <br />Board of Commissioners <br />Attest: <br />/s/ Kay Honeycutt <br />Kay Honeycutt, Clerkto the Board <br />(C-2) Cabarrus County Fair - Recognition for International and State Awards <br />Mark Reardon, Cabarrus County Fair Manager, announced the 2008 Cabarrus <br />County Fair received two international awards through the International <br />Association of Fairs and Expositions (IAFE). He stated both awards recognize <br />the Fair's communications efforts, specifically the print and email/web <br />newsletters. He stated the awards were presented at the December IAFE <br />national conference in Las Vegas. He recognized Candace Storey, Fair <br />Coordinator, as being instrumental in receiving these awards. The Fair was <br />also presented with the 2008 Media Award by the North Carolina Association of <br />Agricultural Fairs (NCAOAF) at the January NCAOAF State Conference. Further, <br />he announced Ms. Storey received the Errol McKOy Scholarship Award for the <br />Institute of Fair Managers. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:93 <br />p.m. He stated each speaker would be limited to three minutes. <br />Chip Hathcock, resident of 16160 Hopewell Church Road in Midland, <br />commented on the amount of shooting that goes on in Cabarrus County and the <br />Ordinance (Section 46.2 - Use of Firearms) regulating the discharge of <br />firearms. He stated the ordinance is outdated and needs to be updated, <br />noting the need for more enforceability. In addition, he provided the <br />following quotes from neighbors: "my father who lives with me has <br />Alzheimer's and used to like to sit in the yard, but the gunfire scares him <br />and he no longer is goes outside"; "I had just gotten my two year old down <br />for a nap when all of the shooting woke her up; "the kids and parents have <br />expressed concern about the amount of shooting that goes on around us". <br />Larry Marlow, resident of 669 Odell School Road in Concord, commented <br />on school adequacy payments. He stated adequacy payments should be the <br />current amount when plats are filed. He also commented on the price increase <br />for garbage and recycling pickup. He stated there was a price increase due <br />to an increase in gas prices. He said since gas prices have decreased, his <br />bill has increased and asked the Board to address this issue with Allied <br />Waste Services. <br />Pastor Roland Jordon, resident of 134 Lore Street SW, Concord, thanked <br />the Board for the proclamations for Dr. Martin Luther King, Jr. and Black <br />History Month. He requested the Board consider naming a street in the county <br />after Dr. King. <br />Lynda Delellis,- resident of 6215 Denny Rumble Road, Kannapolis, stated <br />people are using the. private road she lives on to access property in Rowan <br />County. She stated these people are trespassing, littering on her property, <br />and damaging her property. She requested permission to block the road off. <br />With there being no one else to address the Board, Chairman White <br />closed that portion of the meeting. <br />
